Nuclear, biological, and chemical (NBC) weapons delivered covertly by terrorists or hostile governments pose a significant and growing threat to the United States and other countries. Although the threat of NBC attack is widely recognized as a central national security issue, most analysts have assumed that the primary danger is military use by states in war, with traditional military means of delivery. The threat of covert attack has been imprudently neglected.Covert attack is hard to deter or prevent, and NBC weapons suitable for covert attack are available to a growing range of states and groups hostile to the United States. At the same time, constraints on their use appear to be eroding. This volume analyzes the nature and limits of the covert NBC threat and proposes a measured set of policy responses, focused on improving intelligence and consequence-management capabilities to reduce U.S. vulnerability.About the authors: Richard A. Falkenrath is Assistant Professor of Public Policy at Harvard's Kennedy School of Government. He served as Executive Director of the Belfer Center for Science and International Affairs (BCSIA) and, before that, as a Research Fellow. He is the author and co-author of Shaping Europe's Military Order (1995), Avoiding Nuclear Anarchy (1996), America's Achilles' Heel:Nuclear, Biological, Chemical Terrorism and Covert Attack (1998), and numerous journal articles and chapters of edited volumes. Falkenrath has been a Visiting Research Fellow at the German Society of Foreign Affairs (DGAP) in Bonn. He holds a PhD from the Department of War Studies, King's College, London, where he was a British Marshall Scholar, and is a summa cum laude graduate of Occidental College, Los Angeles, with degrees in economics and international relations. He is on leave in 2001-2002 and is currently serving as Director for Counterproliferation and Homeland Defense at the National Security Council.Bradley A. Thayer is Assistant Professor of Political Science at the University of Minnesota, Duluth.

On October 11, 2001, President George W. Bush held his first prime time news conference since assuming office to describe America's nascent War on Terrorism. In his opening statement and responses to questions he emphasized the nation's commitment to a "sustained campaign to drive the terrorists out of their hidden caves and to bring them to justice." He also described parallel campaigns to aggressively pursue "agents of terror around the world" and strengthen "our protections here at home." While his resolve was evident, the deep anxiety that troubled him personally and the entire nation was also conspicuous as he labored to describe the uncertain road ahead. America had been compelled to embark on a war unlooked for, a war for which the rules have not been written. The disturbing nature of that new conflict was poignantly illustrated at the end of the press conference when the president looked into the camera and announced the creation of the Afghanistan Children's Fund and enlisted the support of America's own children. The sobering symbolism of the initiative was not widely perceived, yet the president's message was clear. In the aftermath of September 11th, every citizen-man, woman, and child-is now a foot soldier in a war that will be waged, in large part, on American soil and on that of her allies. Consequently, the tangible cost of the conflict will be borne, most conspicuously, by civilians around the world. The pressure that reality exerts on the U.S. and on its coalition partners cannot be underestimated.

The factual events and stories of the book are wrapped in a fictional setting. Christians and church leaders make up the true stories that have contributed to the collapse of many churches, which in turn, has enhanced the corruption of America's culture. Part 1 has Lucifer, the master of a convention, introducing eight professors of evil whose names describe Lucifer from scripture. For example, Professor Falsifier (see John 8:44) teaches how he has swayed seminary and university professors to instruct students that reason and experience trump biblical revelation. In the workshops, Doctor Falsifier and the other seven professors are instructing new field agents with strategies of how to infiltrate churches to make them ineffective. After Part 1, there is an interlude titled, "Where is the Hope?" Here I address the reality of the church's culture and the possible collapse of America. But, I conclude this section with a clarion call to hope. Our hope is that God is not finished with His bride or this country. The interlude is a bridge into Part 2. Part 2 has the reader in another fictional setting. Again, the information is fact based. The setting is in a stadium with two instructors, angels Gabriel and Michael, teaching seven topics. In Session 1 Gabriel teaches four topics and in Session 2 Michael will address three topics. The sessions will instruct Christians how to be overcomers in their culture ramped with evil. The conference concludes with a worship service. I guarantee you will either find yourself in this book or someone you know. Sorrowfully, I am in the book. Every church that dots the landscape of our country will find their story within these pages as well. You might be saying to yourself, "I have a strong, biblical preaching church, mission-minded, and community-focused to reach the lost." When my siblings and I we were in trouble, we would blame each other for a wrong done. My dad would say to us, "If the shoe fits, wear it!" You might think the pages penned may not have you or your church in them, but I would be surprised if the shoe doesn't fit.
