How are refugee crises solved? This has become an urgent question as global displacement rates continue to climb, and refugee situations now persist for years if not decades. The resolution of displacement and the conflicts that force refugees from their homes is often explained as a top-down process led and controlled by governments and international organizations. This book takes a different approach. Through contributions from scholars working in politics, anthropology, law, sociology and philosophy, and a wide range of case studies, it explores the diverse ways in which refugees themselves interpret, create and pursue solutions to their plight. It investigates the empirical and normative significance of refugees’ engagement as agents in these processes, and their implications for research, policy and practice. Violence against Women in and beyond Conflict explores the processes and structures that underlie and contribute to sexual violence and internal displacement in armed conflict, utilizing extensive ethnographic research to provide cutting-edge insights. The author argues that the key to understanding violence against women lies at the intersection of transnational capital, race, and gender that not only contribute to its production but also to its persistence. The book uses the Colombian armed conflict as the primary case study but develops a broader framework for theorizing the relationship between the global political economy, the history of coloniality, and intersectional constructions of gender and race with regard to conflict and violence. It offers an understanding of violence against women as not isolated from, but part and a symptom of, a larger system of political, social, and economic inequality that is rooted in colonialism, and exploited and exacerbated by transnational capital relations. The author also shows how the state and non-state actors, most prominently paramilitaries, are involved in this relationship of violence. The book highlights implications for meaningful and sustainable peace in post-conflict contexts. Forced displacement radically reshapes identity, with results ranging from successful hybridization to feelings of permanent misplacement. This compelling and intimate description of places of pain and (be)longing that were lost during the 1992–95 war in Bosnia and Herzegovina, as well as of survivors' places of resettlement in Australia, Europe and North America, serves as a powerful illustration of the complex interplay between place, memory and identity. It is even more the case when those places have been vandalized, divided up, brutalized and scarred. However, as the author shows, these places of humiliation and suffering are also places of desire, with displaced survivors emulating their former homes in the far corners of the globe where they have resettled.

This book calls for re-conceptualising urban recovery by exploring the intersection of reconstruction and displacement in volatile contexts in the Global South. It explores the spatial, social, artistic, and political conditions that promote urban recovery. Reconstruction and displacement have often been studied independently as two different processes of physical recovery and human migration towards safety and shelter. It is hoped that by intersecting or even bridging reconstruction with displacement we can cross-fertilize and exploit both discourses to reach a greater understanding of the notion of urban recovery as a holistic and multi-layered process. This book brings multidisciplinary perspectives into conversation with each other to look beyond the conflict-related displacement and reconstruction and into the greater processes of crises and recovery. It uses empirical research to examine how trauma, crisis, and recovery overlap, coexist, collide and redefine each other. The core exploration of this edited collection is to understand how the oppositional framing of destruction versus reconstruction and place-making versus displacement can be disrupted; how displacement is spatialized; and how reconstruction is extended to the displaced people rebuilding their lives, environments, and memories in new locations. In the process, displacement is framed as agency, the displaced as social capital, post-conflict urban environments as archives, and reconstructions as socio-spatial practices. With local and international insights from scholars across disciplines, this book will appeal to academics and students of urban studies, architecture, and social sciences, as well as those involved in the process of urban recovery.

People in danger have received protection in communities beyond their own from the earliest times of recorded history. The causes — war, conflict, violence, persecution, natural disasters, and climate change — are as familiar to readers of the news as to students of the past. It is 70 years since nations in the wake of World War II drew up the landmark 1951 Convention relating to the Status of Refugees. People Forced to Flee marks this milestone. It is the latest in a long line of publications, stretching back to 1993, that were previously entitled The State of the World's Refugees. The book traces the historic path that led to the 1951 Convention, showing how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. It maps its progress during which international protection has reached a much broader group of people than initially envisaged. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Taking stock today - at this important anniversary – is all the more crucial as the world faces increasing forced displacement. Most is experienced in low- and middle-income countries and persists for generations. People forced to flee face barriers to improving their lives, contributing to the communities in which they live and realizing solutions. Everywhere, an effective response depends on the commitment to international cooperation set down in the 1951 Convention: a vision often compromised by efforts to minimize responsibilities. There is growing recognition that doing better is a global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. People Forced to Flee examines how and where increased development investments in education, health and economic inclusion are helping to improve socioeconomic opportunities both for forcibly displaced persons and their hosts. In 2018, the international community reached a Global Compact on Refugees for more equitable and sustainable responses. It is receiving deeper support. People Forced to Flee looks at whether that is enough for what could – and should – help define the next 70 years.

The Syrian refugee crisis has galvanized attention to one of the world’s foremost challenges: forced displacement. The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. As work on a new Global Compact on Responsibility Sharing for Refugees progresses, the report underscores the importance of humanitarian and development communities working together in complementary ways to support countries throughout the crisis†•from strengthening resilience and preparedness at the onset to creating lasting solutions.
