In the European tradition, parliaments are central political institutions that play a crucial role in the development of democratic societies. No other institution regularly offers a public arena for open deliberation and dissent, for discussing opposite points of view and for reaching compromise solutions between political adversaries. However, in spite of the growing visibility of modern parliaments, the study of parliamentary language use, interaction practices and discourse strategies has long been under-researched. Since 2016, the European Union has developed a number of new initiatives on security and defence. In particular, the introduction of Permanent Structured Cooperation and the European Defence Fund have been designed to allow the EU to become a more autonomous actor with regard to crisis management, capacity building and protecting Europe and its citizens. Yet the development of these new initiatives raises questions about their overall coherence and the role of parliamentary scrutiny. It is necessary to analyse the role of the European Parliament and national parliaments in relation to the scrutiny of the European Defence Fund. There is a need for recommendations on how parliamentary scrutiny can be enhanced at the EU level in the area of security and defence.

The role of national parliaments in EU matters has become an important subject in the debate over the democratic legitimacy of European Union decision-making. Strengthening parliamentary scrutiny and participation rights at both the domestic and the European level is often seen as an effective measure to address the perceived ‘democratic deficit’ of the EU – the reason for affording them a prominent place in the newly introduced ‘Provisions on Democratic Principles’ of the Union (in particular Article 12 TEU). Whether this aim can be met, however, depends crucially on the degree to which, and the manner in which, national parliaments actually make use of their institutional rights. This volume therefore aims at providing a comprehensive overview of the activities of national parliaments in the post-Lisbon Treaty era. This includes the ‘classic’ scrutiny of EU legislation, but also parliamentary involvement in EU foreign policy, the use of new parliamentary participation rights of the Lisbon Treaty (Early Warning System), their role regarding the EU’s response to the Eurozone crisis, and the, so far under-researched, role of parliamentary administrators in scrutiny processes. The acquisition of increased powers by the European Parliament has raised the spectre of a `competition legislature' for national parliaments, and even the threat of a democratic deficit at the national level. At this critical moment it is vital to recognise and reinforce the ways in which the institutions of the European Union are politically accountable to member States. In this profound and revealing analysis of the participation by domestic legislatures in policymaking and legislative processes at the European level, Adam Jan Cygan focuses on the evolving means by which the legislatures of Germany and the United Kingdom are responding to the increased competence of the European Union. This technique allows him to highlight such factors as the following: the procedures of European scrutiny committees in the United Kingdom Houses of Parliament and the German Bundestag; the accountability of national ministers for decisions taken in the European Council of Ministers; the role of sub-national governments, as revealed in both the formal federal system of Germany and the devolved administrations of the United Kingdom, in European affairs; and the continuing impact of Treaty provisions and informal cooperation between member States.
