Nanak Kakwani and Hyun Hwa Son make use of social welfare functions to derive indicators of development relevant to specific social objectives, such as poverty- and inequality-reduction. Arguing that the measurement of development cannot be value-free, the authors assert that if indicators of development are to have policy relevance, they must be assessed on the basis of the social objectives in question. This study develops indicators that are sensitive to both the level and the distribution of individuals’ capabilities. The idea of the social welfare function, defined in income space, is extended to the concept of the social well-being function, defined in capability space. Through empirical analysis from selected developing countries, with a particular focus on Brazil, the authors shape techniques appropriate to the analysis of development in different dimensions. The focus of this evidence-based policy analysis is to evaluate alternative policies affecting the capacities of people to enjoy a better life.

This book studies the relationships between economic growth and social welfare and the policy implications of these relationships for development. Understanding the relationships between economic growth and social welfare is an enduring issue within contemporary development economics and welfare economics. These relationships are analysed in this book by operationalising normative social choice theory. Normative social choice theory is an appropriate approach as it explicitly incorporates society's preferences, values and choices in determining how social welfare should be defined and measured. Two approaches, aggregate and hierarchical, are developed and empirically applied to Thailand for a twenty-five year period 1975-1999. This book concludes that in terms of social welfare, economic growth cannot always be assumed desirable. What is needed is social welfare enhancing economic growth. A review of the policy implications of this finding is also undertaken.

Comparative social policy has long neglected welfare development in Asia. Not much is known about social welfare in the economically successful East Asian tigers (Hong Kong, Korea, Singapore and Taiwan). They are late starters in social welfare but each has its own trajectory of welfare development. Despite the presence of extensive social welfare, they have shied away from western-style welfare states. The presence of strong developmental states and their development ethos explain in large part the underdevelopment of state welfare.

This book discusses social welfare activities in Zambia in the pre-colonial, colonial and post-colonial periods. It explains how indigenous social welfare initiatives in colonial Zambia, culminated in the Federation of Welfare Societies. The former became the first nationalist party in this era known as the Northern Rhodesia Congress (NRC), with Godwin Mbikusita Lewanika as its leader. The book also elucidates how the first African government, which was headed by Kenneth Kaunda, attained positive human development indictors in Zambia in the 1960s. Nonetheless, this was at the expense of Barotseland as Kaunda's government had deliberately underdeveloped Barotseland after independence, whilst harassing and imprisoning Barotse activists for decades. After 1991, successive governments continued to apply Kaunda's methods. The book contends that Zambia in its present form is an illegal state, because the Barotseland Agreement was abrogated by Kaunda in 1969. This treaty was meant to amalgamate the former British Protectorates of Barotseland and Northern Rhodesia to form Zambia in 1964.

The White Paper for Social Welfare adopted by Parliament in 1997 provided a policy framework to shift social welfare from meeting the needs of a small minority to a social development perspective. This policy change has required the complete overhaul of th e current welfare system with far-reaching implications for human and financial resources policy and legislative reform in line with the new constitution and the Bill of Rights changes in institutional arrangements and trade-offs between different sectors and interests in society. In the past social work education was not developmentally orientated and tended to borrow uncritically from North American and European theory and practice. There was a lack of South African and African literature in the field of welfare and development. In addition to the need for the renewal of social work education in South Africa, there was also a need for the re-orientation of existing social workers to implement new welfare thinking and to app r a ise theory and practice critically.
