Transnational Identity Politics and the Environment attempts to transcend current social science paradigms for interpreting the relations between globalization and environmental activism, and to develop an alternative perspective that recognizes the effects of economic globalization, accelerating migration, and the retreat of the state on environmental social movements and politics. The book is a study in global sociology, and makes use of both quantitative analysis and qualitative case studies. By addressing cutting-edge theories of globalization from several disciplines, using multiple methods and multiple sources of data, and illustrating its major arguments with case studies of Turkey and Lithuania, Transnational Identity Politics and the Environment represents a theoretically daring and empirically compelling approach to environmental politics. Specifically, the book argues that trends in the direction of economic liberalization, media globalization, migration, and supranational political organization have weakened environmental movements and coalitions that relied on the nation-state and "big science." While such groups have lost popularity and influence, since the 1980s, newer groups linking environmental issues with ethnic and religious activism have flourished. An analyses of global data on the establishment of nonprofit environmental organizations, and case studies of hybrid, transnational ethnic/environmental and religious/environmental groups in Turkey and Lithuania, support the books main arguments on globalization, the state, and contemporary environmental activism.

Globalisation is about transnational politics. While nation-state governments increasingly struggle with this new politics, which moves beneath, between and beyond national borders, others entities like transnational corporations have flourished. But it is not just business which increasingly bypasses these traditional boundaries. Environmental groups are also moving though this transnational space, and their politics are defined by such qualities as fluidity, ambiguity and rapid changes in identity, mission and structure. In this book, the politics of environmental movements are presented as particularly salient examples of these new phenomena. Drawing on fieldwork from Europe, Asia, America, Africa and the Middle East, the contributors address a range of trans-national processes: efforts to construct common agendas transnationally; the diffusion of new repertoires of environmental protest; the role of environmental groups in the construction of new modes of environmental governance; how neo-liberalism affects local environmental activism; evidence of transnational influences and pressures on environmental politics in repressive regimes; and the dilemmas of defining questions of environmental justice and post-colonial environmental politics without suppressing the differences between environmentalism in different countries.

The role of discursive power in shaping international relations analyzed through the lens of whaling politics. In the second half of the twentieth century, worldwide attitudes toward whaling shifted from widespread acceptance to moral censure. Why? Whaling, once as important to the global economy as oil is now, had long been uneconomical. Major species were long known to be endangered. Yet nations had continued to support whaling. In The Power of Words in International Relations, Charlotte Epstein argues that the change was brought about not by changing material interests but by a powerful anti-whaling discourse that successfully recast whales as extraordinary and intelligent endangered mammals that needed to be saved. Epstein views whaling both as an object of analysis in its own right and as a lens for examining discursive power, and how language, materiality, and action interact to shape international relations. By focusing on discourse, she develops an approach to the study of agency and the construction of interests that brings non-state actors and individuals into the analysis of international politics. Epstein analyzes the “society of whaling states” as a set of historical practices where the dominant discourse of the day legitimated the killing of whales rather than their protection. She then looks at this whaling world's mirror image: the rise from the political margins of an anti-whaling discourse, which orchestrated one of the first successful global environmental campaigns, in which saving the whales ultimately became shorthand for saving the planet. Finally, she considers the continued dominance of a now taken-for-granted anti-whaling discourse, including its creation of identity categories that align with and sustain the existing international political order. Epstein's synthesis of discourse, power, and identity politics brings the fields of international relations theory and global environmental politics into a fruitful dialogue that benefits both.

A study of the effect of EU membership on Central and Eastern European environmental policy and the interplay of political incentives and industry behavior that determines policy In Transnational Politics of the Environment, Liliana Andonova examines the effect of the Europen Union (EU) on the environmental policies of Bulgaria, the Czech Republic, and Poland. Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. It offers a generalizable framework for understanding the politics of environmental regulation in emerging market economies, and helps bridge the divide between the study of domestic and international environmental politics.

This book examines the relationship between civil society and human security in the Indian state of Meghalaya, part of the region known as Northeast India. Civil society has been revived over the last two decades and is now one of the key concepts in development, politics, and international aid. The concept has gained particular significance as part of attempts to analyse and instigate grassroots democratisation through widespread political participation. This is seen as enabling a broader range of issues to be politicised and made a part of political agendas at the local, national, and global levels. However there are few studies that examine the constraints on civil society at the local level, even in contexts where civil society may appear to be active and vibrant. Those studies that do exist tend to focus on the constraints coming from the state, overlooking the constraints that come from within civil society itself. During the same period human security has gained prominence as a challenge to state-centric conceptions of security and as an alternative approach to development by focusing on the security and insecurity of groups and individuals. The concept has been taken up by international organisations, development agencies, and bilateral donors as a more effective way to understand the difficulties people face in their everyday lives that go beyond conventional categories and indicators. In order for those experiencing insecurity to identify and contest the causes of insecurity, participation in civil society is necessary.
