This book discusses ISIS within the context of violent non-state actors (VNSA); analyzes historical, ideological and operational roots and features of the group in Syria; and positions ISIS within the matrix of the conflicting parties in Syria. Although there are aspects of ISIS which do not fully overlap with the definitions of the VNSA, ISIS is still an organization that is on the border of holding qualities of a state in the Westphalian sense. ISIS is the pinnacle of the Salafi-jihadism and takfiri-messianism, and a living example of the Salafi-jihadi’s power of transformation according to changing dynamics on the ground. The group has been particularly skillful in benefitting from chaos by filling in the vacuum left by the failed states, Syria and Iraq. The group’s groundwork was laid down by Abu Musab Al-Zarqawi, who differed both practically and ideologically from Al-Qaeda. The differences between the Al-Zarqawi and Bin Laden schools morphed into active conflict in later periods; as ISIS consolidated its power and began dominating the Salafi-jihadi community. This work demonstrates that ISIS is not a part of the Syrian insurgency against the Assad regime. Rather, it has maintained a separate agenda from the Syrian armed opposition, which has been trying to topple the Assad regime but stay within the existing system. ISIS, to the contrary, rejects the system both politically and territorially in its entirety, and aims to establish a caliphate which has no geographical constraints or limits.

This volume covers the "middle" time period of the Syrian uprising, roughly from 2012 when Syria’s peaceful protest began to mutate into a violent insurgency and civil war until roughly 2018 when the conflict took on features of a "frozen conflict". The middle period was important as one of key junctures or turning points when the struggle could have reached rather different outcomes. Non-violent protest failed to drive democratization and turned into violent insurrection but revolution from below also failed as did regime counter-insurgency, leaving protracted civil war the default outcome. Second, the consequences of civil war became evident with six themes: failing statehood coexisted with regime resilience; rebel governance emerged as a viable challenge to the regime; social forces were sharply polarized; external actors exacerbated internal divisions; a predatory war economy emerged; and intense violence led to massive displacement of the population. Taking an innovative and interdisciplinary approach that seeks to capture the full complexity of the phenomenon, this book contributes significantly to our understanding of the Syrian conflict, therefore it will be of interest to academics, students, journalists and policy-makers interested in the Syrian civil war.

Recent conflicts such as those in Syria, Libya, Iraq and Afghanistan are increasingly characterised by a pluralisation of irregular and privatised forms of violence. These actors include, among others, warlords, mercenaries, terrorists, transnational organised crime groups, foreign fighters and Private Military and Security Companies (PMSCs). While some pose a direct challenge to the state, others are in a complementary and symbiotic relationship with it. As such, violent non-state actors are both competing and cooperating with state actors in modern conflicts and their hybrid nature raises questions with regards to how best to understand these actors, as they often escape neatly defined categorisations. In modern conflicts the lines between terrorists and organised crime groups, irregular and regular forces, as well as economic and political motivations to fight, are increasingly blurred. As a result, 'new' and 'old' types of violent non-state actors are defining elements of modern conflict. The extreme complexity of twenty-first century conflicts requires a more integrated approach between military and civilian actors in order to respond more effectively to its challenges.
