Summary : While there have been convictions for multimillion dollar schemes that defrauded fedeal health care programs, there are no reliable estimates of the magnitude of fraud within these programs or across the health care industry. In some fraud cases, individuals have billed federal health care programs or private health insurance by using a beneficiary's or provider's identification information without the beneficiary's or provider's knowledge. One idea to reduce the ability of individuals to commit this type of fraud is to use electronically readable card technology, such as smart cards. Summary : This document includes reports and summaries of the deliverables produced by the different working groups in the context of the Eurocards Concerted Action. The Eurocards Concerted Action is an Advanced Informatics in Medicine (AIM) Concerted Action on Patient Data Cards created in late 1993 and due to report early in 1995. An extension of Eurocards including two new working groups has been agreed upon to take into account the cooperation between the E.U. and Canada. All of these documents have been consolidated and validated during a workshop gathering 25 experts from 11 countries. The present document was issued during the Lisbon Health Telematics Conference as a background document of the IV Framework Programme. It is composed of three main sections: 1. A series of reports compiling the conclusions reached by the working groups of the EUROCARDS Concerted Action and their recommendations concerning the applications of data cards to healthcare systems; 2. A collection of six booklets aimed at decision makers, each of which is a summary of important aspects that need addressing when considering a data card implementation in healthcare; 3. The final section comprises summaries of other questions largely developed in the deliverables (a list of which is annexed) or which consist of the work plan of the more recent working group. A glossary giving the definitions of the different terms and concepts used throughout the whole document is included.

Summary : In recent year technology development in health care services has massively adopted electronic smart card authentication in health care and medical treatment services in which user and administrator agree on a robust security techniques. Today, European countries are already using e-Health card services for handling the records of patients which include previous treatments and prescriptions records. Technology is developed that the system is made secure so that unauthorized access may be avoided and the data stays secure. In this survey report, we categorized sample in three categories viz. students, doctors and management staff of hostel and from the survey we are expecting positive response to recommendation of health card in hostel. The survey is carried out using questionnaire, the data obtained is analyzed using charts and resulting students teachers as well as management staff are aware that health card is important in developing and maintaining good health. The solution for this problem is to start using health cards for students in hostel.
