Chechnya, a 6,000-square-mile corner of the northern Caucasus, has struggled under Russian domination for centuries. The region declared its independence in 1991, leading to a brutal war, Russian withdrawal, and subsequent "governance" by bandits and warlords. The Chechen War was supposed to be over in 1996 after the first Yeltsin campaign, but in the summer of 1999, the new Putin government decided, in their own words, to 'do the job properly'.
