The 1991 NRC decadal survey for astronomy and astrophysics included a project called the Millimeter Array (MMA). This instrument would be an array of millimeter-wavelength telescopes intended to capture images of star-forming regions and distant star-burst galaxies. With the addition of contributions form Europe, the MMA evolved into the Atacama Large Millimeter Array (ALMA), a proposed array of 64, 12-meter antennas. The project is now part of the NSF Major Research Equipment and Facilities budget request. Increased costs, however, have forced the NSF to reconsider the number of antennas. To help with that review, NSF asked the NRC to assess the scientific consequences of reducing the number of active antennas from 60 to either 50 or 40. This report presents an assessment of the effect of downsizing on technical performance specifications, performance degradation, and the ability to perform transformational science, and of the minimum number of antennas needed.

Currently under construction in the Andean Altiplano, Northern Chile, the Atacama Large Millimeter Array (ALMA) is the most ambitious astronomy facility under construction. ALMA is a radio interferometer composed of 54 antennas of 12 m diameter, and twelve 7 m antennas with about 6600 square meters of total collecting area. Initially covering the most interesting spectral wavelength ranges from 3 to 0.3 mm, ALMA will be a revolutionary telescope aimed to unveil the details of star and planet formation and to provide astronomy with the first exhaustive view of the dark and youngest objects of the Universe. This book describes the enormous capabilities of ALMA, the state of the project, and most notably the scientific prospects with such a unique facility. In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.
