Updated as of May 29, 2018 The Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM(R)), throughout various sections to modify eligibility requirements for mailers to qualify for automation prices. Effective January 26, 2014, use of "full-service" Intelligent Mail(R) is required to qualify for automation prices for postcards (First-Class Mail(R) only), letters, and flats when mailed using the following services: First-Class Mail, Standard Mail(R) and Periodicals(R); and for flats mailed at Bound Printed Matter(R) prices. Additionally, the 10/24 transitional barcoded tray label format is eliminated, and mailers are required to use the 24-digit Intelligent Mail barcode (IMbTM) format on tray, tub, and sack labels. Over 80% of the approx. 200 billion mail pieces processed and delivered by the U.S. Postal Service (USPS) last year was sent by commercial mailers that barcode, sort, or transport mail to get lower postage rates. Starting in May 2009, USPS will encourage these mailers to use new barcodes that have increased capabilities as part of Intelligent Mail, a new program. According to USPS, Intelligent Mail is the most complex change it has ever undertaken. This report describes: (1) the Intelligent Mail program and the status of implementation efforts; and (2) the key risks to implementing Intelligent Mail and how USPS is addressing these risks.
