Participatie is een veel gebruikt en diffuus begrip. Patrick van Beveren laat in deze studie zien dat er een veelheid bestaat aan definities, omschrijvingen en vormen, maar dat er in de afgelopen decennia tegelijkertijd nauwelijks theoretische concepten zijn ontwikkeld. De ladder van Arnstein (1969) is in veel discussies en publicaties nog steeds leidend terwijl het algemene gevoel is dat deze klassieke benadering van macht niet meer toereikend is in de huidige tijd. De ster en triangel van May (2006) worden in dit onderzoek als alternatief gepresenteerd wetende dat dit conceptuele model tot dusver nog niet breed omarmd is in de wereld van beleid en wetenschap. Het empirische deel van dit onderzoek gaat in op de inbreng en invloed van bewoners in relatie tot stedelijke vernieuwing in de Amsterdamse Bijlmermeer. Nog niet eerder is er op basis van archief-, literatuur- en survey-onderzoek gekeken naar dit aspect van het grootschalige en complexe vernieuwingsproces in de Bijlmermeer dat momenteel in een eindfase verkeert. Van Beveren legt door middel van ‘mixed methods’ bloot hoe bewonersinbreng en –invloed in deze specifieke onderzoekscontext kan worden geduid. Ook komt hij tot ontnuchterende conclusies over bewonersparticipatie bij formele beleidsontwikkeling op landelijk en stedelijk niveau: conclusies die slecht te rijmen zijn met het ogenschijnlijk toenemende belang dat aan participatie wordt toegedicht in de vele debatten en onderzoeken over dit thema.

Large housing estates: for some people these three words symbolise all that is wrong in urban planning. Large is wrong, because many people prefer a living surrounding that reflects the human scale. Housing as a single function is wrong, because mixed areas are livelier. And estates are wrong, as these refer to top-down planned areas which the residents themselves have no say in. Although many such estates function well, others have proved to be in serious problems. The question is how to deal with this legacy. For these estates to recover, an integrated solution is needed. Large-scale problems require large-scale interventions.The Amsterdam Bijlmermeer area has been the most deprived and stigmatised area in the Netherlands for at least a quarter of a century, despite its glorious design in the 1960s. The Bijlmermeer can now be considered as a leading case for area regeneration. The real power for security applications will come from the synergy of academic and commercial research focusing on the specific issue of security. Special constraints apply to this domain, which are not always taken into consideration by academic research, but are critical for successful security applications: large volumes: techniques must be able to handle huge amounts of data and perform 'on-line' computation; scalability: algorithms must have processing times that scale well with ever growing volumes; automation: the analysis process must be automated so that information extraction can 'run on its own'; ease of use: everyday citizens should be able to extract and assess the necessary information; and robustness: systems must be able to cope with data of poor quality (missing or erroneous data). The NATO Advanced Study Institute (ASI) on Mining Massive Data Sets for Security, held in Italy, September 2007, brought together around ninety participants to discuss these issues. This publication includes the most important contributions, but can of course not entirely reflect the lively interactions which allowed the participants to exchange their views and share their experience. The bridge between academic methods and industrial constraints is systematically discussed throughout. This volume will thus serve as a reference book for anyone interested in understanding the techniques for handling very large data sets and how to apply them in conjunction for solving security issues.
