Bringing together a multidisciplinary set of scholars and diverse case studies from across the globe, this book explores the management, governance, and understandings around water, a key element in the assemblage of hydrosocial territories. Hydrosocial territories are spatial configurations of people, institutions, water flows, hydraulic technology and the biophysical environment that revolve around the control of water. Territorial politics finds expression in encounters of diverse actors with divergent spatial and political–geographical interests; as a result, water (in)justice and (in)equity are embedded in these socio-ecological contexts. The territory-building projections and strategies compete, superimpose and align to strengthen specific water-control claims of various interests. As a result, actors continuously recompose the territory’s hydraulic grid, cultural reference frames, and political–economic relationships. Using a political ecology focus, the different contributions to this book explore territorial struggles, demonstrating that these contestations are not merely skirmishes over natural resources, but battles over meaning, norms, knowledge, identity, authority and discourses. The articles in this book were originally published in the journal Water International.

Originally published in 1985, twenty-three chapters are brought together in 4 parts dealing with, respectively, problems in rural finance, interest rate policies, politics and finance, and new directions for rural financial markets. In an introduction it is argued that cheap and abundant credit is often regarded as essential for rural development but that actions taken on the basis of this assumption have given disappointing results. Low-interest policies and the improper use of financial markets are seen as the principal reasons for this. It is recommended that higher and more flexible interest rates are allowed and that little or no attention is given to target loans. Informal lenders are thought to offer valuable services therefore they should not be discouraged. More emphasis should be put on voluntary savings mobilization and access to formal loans by non-farm rural firms. It is concluded that many traditional agricultural credit programmes are counterproductive and that attractive product and input prices together with higher yields would be more powerful in stimulating agricultural development.

With the recent increase in the scope of drug and alcohol problems has come an awareness of the need for solutions. In this context, federal support for research on drug problems increased tremendously during the last 10 to 15 years with the establishment of the National Institute on Drug Abuse (NIDA) and the National Institute on Alcohol Abuse and Alcoholism (NIAAA). Funding from these and other sources has led to a substantial increase in the quantity and quality ofpublished work related to substance abuse. As data accumulate, it is becoming more apparent that substance abuse problems are extremely complex and are influenced by a variety ofbiological psychological, and environmental variables. Un fortunately it has proved difficult to go beyond this conclusion to a de scription of how these multiple factors work tagether to influence the development of, and recovery from, drug and alcohol dependence. The purpose of this book is to try to meet that objective by including, in one volume, Iiterature reviews and theoretical analyses from a wide variety of drug researchers. We chose the authors in an attempt to assure that each of the various Ievels of analysis appropriate to the substance abuse problems would be included. In each case, the author was asked to consider how the variables in is or her particular domain might con tribute to the appearance of individual differences in both alcohol and drug problems.
