The design of a building can facilitate the process of use and promote the well-being of users if it meets their needs. Knowledge of user needs and processes of use is important for a good design. However, it is not self-evident what these user needs really are, how user needs and processes of use can be researched, and how that knowledge can be used in a design. This book introduces an integrated methodology for the analysis of user needs, programming and evaluation that answers these questions. The purpose is to improve the interaction between the users and their environment and to avoid failure costs by facilitating proper design decisions. The theoretical perspective and the conceptual framework originate from environmental psychology, more specifically P-E fit theory. The target group consists of those who are interested in creating environments for people (designers, users, real estate managers; students and scientific staff). Designers are a special audience for whom the book can be a guide to working for and with users. The theoretical perspective and the conceptual framework can also be relevant for scientific research into the interaction between users and buildings.

This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. The report’s recommendations not only underline the necessity of reorientation but also show how this could be accomplished in practice.

Actief betrokken burgers zijn van groot belang voor een levende democratie. Ze houden volksvertegenwoordigers en overheidsinstanties bij de les, vernieuwen de samenleving met hun ideeën en initiatieven en geven het beleid draagvlak. Het is daarom zorgelijk dat slechts kleine groepen burgers zich aangesproken voelen door de wijze waarop beleidsmakers hen pogen te betrekken. Door middel van literatuurstudie en veldonderzoek heeft de raad de kansen en mogelijkheden om burgers te verleiden tot actieve betrokkenheid in kaart gebracht. De raad onderscheidt drie velden van burgerbetrokkenheid: beleidsparticipatie, maatschappelijke participatie en maatschappelijk initiatief, en doet aanbevelingen voor het vergroten van de burgerbetrokkenheid op alle velden. Essentieel voor de rol van beleidsmakers daarbij zijn twee uitgangspunten: denk vanuit het perspectief van burgers en vergroot de kaders voor betrokkenheid. Dit onderzoek van de WRR leidt tot suggesties en adviezen over hoe beleidsmakers en beleidsuitvoerders meer en beter gebruik kunnen maken van kennis, kunde en voorkeuren van (individuele) burgers. Om meer inzicht te verwerven in de dynamiek rondom de ontwikkeling, invoering en het gebruik van ICT in de relatie overheid-burger heeft de Wetenschappelijke Raad voor het Regeringsbeleid (WRR) een aantal empirische en conceptuele studies (laten) verrichten. Dit heeft geresulteerd in "De staat van de informatie", waarin studies zijn opgenomen over onder meer digitalisering in de jeugdzorg, de gezondheidszorg en het migratiebeleid en conceptuele verkenningen naar onder meer het digitale tijdperk, overheidsverantwoordelijkheden en veiligheid en risico's rondom de inzet van ICT. Deze bundel is tot stand gekomen in het kader van het project dat is geresulteerd in het WRR-rapport "iOverheid".
