Die frühen 1980er Jahre waren hinsichtlich der theologischen Grundlagen für das Arbeitsfeld Frühpädagogik eine fruchtbare Zeit: Der KTK-Bundesverband arbeitete nachdrücklich heraus, warum das Angebot katholischer Kindertageseinrichtungen allen Kindern unabhängig von der Konfession zur Verfügung stehen muss. Mit "Voraussetzungen christlicher Elementarerziehung. Vorbereitende Studien zu einer Religionspädagogik des Kleinkindalters" legte Norbert Mette eine umfangreiche Qualifikationsschrift vor, die kritische Theorie und Systemtheorie für das Arbeitsfeld fruchtbar machte. Der in der Pädagogik entwickelte Situationsansatz wurde auch religionspädagogisch rezipiert. In den vierzig Jahren seitdem haben sich die Rahmenbedingungen umfassend geändert: soziologisch und religionssoziologisch, bildungspolitisch und auch pädagogisch.
