It is a story at times absurd and sometimes outrageous, but its consequences are deadly. Starting from scenes of life on the streets, Schrang takes us through the long series of mis-steps EMS was sent through by the Giuliani administration, culminating in the total unpreparedness for 9/11 that inhibited NY emergency services in the words of someone who was there.
