Empowerment of women is considered to be a critical step towards poverty reduction. In addition, empowering women is part of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (specifically SDG5). Social protection programs such as cash transfers or public works are policy instruments that help rural food insecure households to cope and gradually transition out of poverty. They also have the potential to empower women through several pathways. In this report, we analyze women’s agency and decision-making power, which are a specific sub-domain of women’s empowerment, in the context of the Integrated Nutrition Social Cash Transfer (IN-SCT) pilot in Ethiopia. This paper is being published in the context of a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) based in Bogotá, Colombia.

Despite recent advances in important aspects of the lives of girls and women, pervasive challenges remain. Ethiopia is exposed to a wide range of disasters associated with the country’s extensive dependence on rainfed subsistence agriculture, climate change, resource degradation, diverse geoclimatic and socio-economic conditions and conflicts. Drought and floods are the major challenges, but a number of other threats affect communities and livelihoods. These include conflict, desert locust, fall armyworm, frost and hail, crop pests and diseases, livestock diseases, human diseases, landslides, earthquakes, and urban and forest fires. Every source of evidence suggests that Ethiopia would feel the human and economic impacts of climate change intensely, and the impacts will only continue to grow if the country continues a business-as-usual approach to crisis response, and will not be able to manage the increasing scale of the challenges. Thus, there is call by all stakeholders for a paradigm shift in the way the country deals with communities at risk, in order to take preventive actions to reduce exposure, vulnerability and impact at local level. This requires moving away from a reactive system that solely focuses on drought and supply of life-saving humanitarian relief and emergency responses during disasters to a comprehensive proactive disaster and climate risk management approach, including climate change adaptation, among which are interventions to enhance livelihood diversification, social protection programmes and risk transfer mechanisms. Furthermore, resilient agrifood systems support should include a range of proven interventions that are context-relevant and cover the whole agrifood system, such as increase in fertilizer use where appropriate and high-yielding and drought-tolerant seeds, strengthened extension and advisory systems at the kebele (local) level through the use of farmer field schools and pastoral field schools, expansion of access to credit, livelihood diversification, risk transfer mechanism and institutional development that link short-term emergency relief to long-term development pathways. This approach is essential for building resilience to natural hazard and human-induced disasters resulting in food insecurity challenges. Much progress has been made in the last 50 years in the way of managing mainly drought disaster risks. Large-scale prevention and mitigation programmes have been designed, incorporating a focus on vulnerabilities, household asset-building, and public works for environmental rehabilitation and generation of livelihoods. Preparedness has been enhanced by the development of various policies and strategic documents for assessment and intervention, early warning and response systems, and economic, social and physical infrastructure to strengthen the local economy and household livelihoods. An attempt has also been made for humanitarian response to count on an established risk-financing.

Poverty remains a pervasive and complex phenomenon in Sub-Saharan Africa. Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

This evaluation examines the relevance and effectiveness of Poverty Reduction Support Credits (PRSCs), introduced by the Bank in early 2001 to support comprehensive growth, improve social conditions, and reduce poverty in IDA countries. PRSCs were intended to allow greater country-ownership, provide more predictable annual support, exhibit more flexible conditionality, and strengthen budget processes in a results-based framework. By September 2009, the Bank had approved 99 PRSCs totaling some $7.5 billion and representing 38% percent of IDA policy based lending. The evaluation finds that in terms of process, PRSCs were effective in easing conditionality, increasing country ownership and aid predictability, stimulating dialogue between central and sectoral ministries, and improving donor harmonization. In terms of content, PRSCs succeeded in emphasizing public sector management and pro-poor service delivery. Yet in terms of results, it is difficult to distinguish growth and poverty outcomes in countries with PRSCs from other better performing IDA countries. There is scope for further simplifying the language of conditionality and underpinning PRSCs with better pro-poor growth diagnostics. PRSCs can also strengthen their results frameworks and limit sector policy content in multi-sector DPLs to high-level or cross-cutting issues. Today, Bank policy has subsumed PRSCs under the broader mantle of Development Policy Lending and the rationale for a separate brand name although differences linger from the past. Since PRSCs and other policy-based lending have gradually converged in design, remaining differences compared to other Development Policy Loans should be clearly spelled out, or the separate PRSC brand name should be phased out.
