Le présent manuel propose une synthèse à jour du programme de droit administratif de 2e année du DEUG de droit. Il ne traite ni de l'organisation administrative, généralement étudiée en 1re année, ni du droit de la fonction publique et des biens de l'administration, dont l'étude relève du 2e cycle. Sa subdivision en deux tomes est conforme aux orientations européennes, qui prônent le découpage des matières annuelles en semestres d'enseignement complémentaires mais distincts. Le tome 1, consacré à l'action administrative, traite du principe de l'égalité (sources et limites), des missions de l'administration (service public et police administrative), et des procédés d'action exorbitants du droit commun (acte administratif unilatéral et contrat administratif). Le tome 2, relatif au contrôle de l'action administrative, traite des juridictions administratives, de la responsabilité de l'administration et des recours contentieux. Cet ouvrage a pour ambition de brosser le panorama du droit administratif français dans une perspective critique. Il souligne ainsi les insuffisances de ce droit trop technocratique et propose pour y remédier, des solutions concrètes qui s'inspirent du ralliement de l'auteur au " positivisme sociologique " - philosophie selon laquelle le droit positif n'est légitime que s'il répond loyalement aux attentes de la conscience collective.

La question des rapports entre l'État et le droit administratif est au coeur de cet ouvrage.
