The European Union has gone through a crucial period marked by growing anti-EU sentiments and the difficult implementation of its largely renewed socio-economic governance. After years of in-depth innovations and the hope of reinvigorating the E(M)U social dimension, European institutions have engaged in a lively debate on how to exit the recession and relaunch the integration project. While most Member States have continued to pursue punitive austerity programmes – at a time when 27 million Europeans are unemployed and a quarter of the EU population is at risk of poverty – most stakeholders (namely the trade union movement) and policymakers agree on the need for an EU-driven growth strategy. This 2013 edition of Social developments in the European Union provides key insights from analysts and scholars. Through the critical assessment of the EU economic governance of the last few years, contributors have set guidelines for a reinforced EU social protection and investment plan. The proposals for a pan-European unemployment insurance scheme and an EU minimum income scheme are analysed together with a renewed focus on the gender dimension of European social policies. Beyond economic and social governance, this volume critically reviews national reforms of labour market policies. While the state of the European economy is still gloomy, the institutional and policy reforms proposed here represent an opportunity to unveil a new path for Europe.

This edited volume takes a multidisciplinary look at the philosophical concept of a priori. This book is about judicial review of public administration. Many have regarded this to divide European legal orders, with judicial review of administrative action in the general courts or specialized administrative courts, or with different distance from the executive. There has been considerably less of comparison of the basic procedural and substantive principles. The comparative study in this book of procedural fairness and propriety in the courts reveals not only differences but also some common and connecting elements, in a 'common core' perspective. The book is divided into four parts. The first explains the nature and purpose of a comparison to understand the relevance and significance of commonality and diversity between the legal systems of Europe, and which considers other legal systems which are distant and distinct from Europe, such as China and Latin America. The second part contains an overview of the systems of judicial review in these legal orders. The third part, which is the heart of the 'common core' method, contains both a set of hypothetical cases and the solutions, according to the experts of the legal systems selected for our comparison, to the cases. The fourth part serves to examine the answers in comparative terms to ascertain not so much whether a 'common core' exists, but how it is shaped and evolves, also in response to the influence of supranational legal orders as the European Union and the Council of Europe.

The rising visibility of interracial couples calls for increased attention to the overlapping of culture and race, in safe spaces centered on small-group dynamics, or in public spaces where peoples of African descent are under the public gaze. This comparative study seeks to de-center the U.S-centered viewpoint common to much of the literature on black/white relations. Based on nine years of fieldwork in the American South and in France, Coquet shows many unexpected parallels between the two societies. Gendered perceptions of cultural authenticity and sexual ethics are a guiding thread, being inseparable from the historical and political contingencies (re-)defining acceptable forms of dating, marrying, and parenting among cis-heterosexual couples in both societies. Her account emphasizes resilience and agency as couples seek to protect themselves and their children, while their extended or symbolic kinship networks help white partners acknowledge the existence of racial privilege.

The French revolutionary shift from monarchical to popular sovereignty came clothed in a new political language, a significant part of which was a strange coupling of happiness and rights. In Old Regime ideology, Frenchmen were considered subjects who had no need of understanding why what was prescribed to them would be in the interest of their happiness. The 1789 Declaration of the Rights of Man and of the Citizen equipped the French with a list of inalienable rights and if society would respect those rights, the happiness of all would materialize. This volume explores the authors of fictional literature who contributed alongside pamphleteers, politicians, and philosophers to the establishment of this new political arena, filled with sometimes vague, yet insisting notions of happiness and rights. The shift from monarchical to popular sovereignty and the corollary transition from subjects to citizens culminated in the summer of 1789 but it was preceded by an immense piece of imaginative work.

Issues of homosexuality are the subject of public and political controversy in many African societies today. Frequently, these controversies receive widespread attention both locally and globally, such as with the Anti-Homosexuality Bill in Uganda. In the international media, these cases tend to be presented as revealing a deeply-rooted homophobia in Africa fuelled by religious and cultural traditions. But so far little energy is expended in understanding these controversies in all their complexity and the critical role religion plays in them. Complementing the companion volume, Public Religion and the Politics of Homosexuality in Africa, this book investigates Christian politics and discourses on homosexuality in sub-Saharan Africa. The contributors present case studies from various African countries, from Nigeria to South Africa and from Cameroon to Uganda, focusing on Pentecostal, Catholic and mainline Protestant churches. They critically examine popular Christian theologies that perpetuate homophobia and discrimination, but they also discuss contestations of such discourses and emerging alternative Christian perspectives that contribute to the recognition of sexual diversity, social justice and human rights in contemporary Africa.
