Once Europe's supreme maritime power, Spain by the mid-eighteenth century was facing fierce competition from England and France. England, in particular, had successfully mustered the financial resources necessary to confront its Atlantic rivals by mobilizing both aristocracy and merchant bourgeoisie in support of its imperial ambitions. Spain, meanwhile, remained overly dependent on the profits of its New World silver mines to finance both metropolitan and colonial imperatives, and England's naval superiority constantly threatened the vital flow of specie. When Charles III ascended the Spanish throne in 1759, then, after a quarter-century as ruler of the Kingdom of the Two Sicilies, Spain and its colonial empire were seriously imperiled. Two hundred years of Hapsburg rule, followed by a half-century of ineffectual Bourbon "reforms," had done little to modernize Spain's increasingly antiquated political, social, economic, and intellectual institutions. Charles III, recognizing the pressing need to renovate these institutions, set his Italian staff—notably the Marqués de Esquilache, who became Secretary of the Consejo de Hacienda (the Exchequer)—to this formidable task. In Apogee of Empire, Stanley J. Stein and Barbara H. Stein trace the attempt, initially under Esquilache's direction, to reform the Spanish establishment and, later, to modify and modernize the relationship between the metropole and its colonies. Within Spain, Charles and his architects of reform had to be mindful of determining what adjustments could be made that would help Spain confront its enemies without also radically altering the Hapsburg inheritance. As described in impressive detail by the authors, the bitter, seven-year conflict that ensued between reformers and traditionalists ended in a coup in 1766 that forced Charles to send Esquilache back to Italy. After this setback at home, Charles still hoped to effect constructive change in Spain's imperial system, primarily through the incremental implementation of a policy of comercio libre (free-trade). These reforms, made half-heartedly at best, failed as well, and by 1789 Spain would find itself ill prepared for the coming decades of upheaval in Europe and America. An in-depth study of incremental response by an old imperial order to challenges at home and abroad, Apogee of Empire is also a sweeping account of the personalities, places, and policies that helped to shape the modern Atlantic world.

Mexico and the United States each have a constitution and a federal system of government. This fact has led many historians to assume that the Mexican system of government, established in the 1820s, is an imitation of the U.S. model. But it is not. In this interpretation of the independence movement, Nettie Lee Benson tells the true story of Mexico's transition from colonial status to a federal state. She traces the Mexican government's beginning to events in Spain in 1808–1810, when provincial juntas, or deputations, were established to oppose Napoleon's French rule and govern the country during the Spanish monarch's imprisonment. These provincial deputations proved so popular that ultimately they became the established form of government throughout the provinces of Spain and its New World dominions. It was the provincial deputation, not the United States federal system, that provided the model for the state legislative bodies that were eventually formed after Mexico won its independence from Spain in 1821. This finding—the result of years of painstaking archival research—strongly confirms the independence of Mexico's political development from U.S. influence. "The Forging of the Cosmic Race" challenges the widely held notion that Mexico's colonial period is the source of many of that country's ills. The authors contend that New Spain was neither feudal nor pre-capitalists as some Neo-Marxist authors have argued. Instead they advance two central themes: that only in New Spain did a true mestizo society emerge, integrating Indians, Europeans, Africans, and Asians into a unique cultural mix; and that colonial Mexico forged a complex, balanced, and integrated economy that transformed the area into the most important and dynamic part of the Spanish empire. The revisionist view is based on a careful examination of all the recent research done on colonial Mexican history. The study begins with a discussion of the area's rich pre-Columbian heritage. It traces the merging of two great cultural traditions—the Meso-american and the European—which occurred as a consequence of the Spanish conquest. The authors analyze the evolution of a new mestizo society through an examination of the colony's institutions, economy, and social organization. The role of women and of the family receive particular attention because they were critical to the development of colonial Mexico. The work concludes with an analysis of the 18th century reforms and the process of independence which ended the history of the most successful colony in the Western hemisphere. The role of silver mining emerges as a major factor of Mexico's great socio-economic achievement. The rich silver mines served as an engine of economic growth that stimulated agricultural expansion, pastoral activities, commerce, and manufacturing. The destruction of the silver mines during the wars of Independence was perhaps the most important factor in Mexico's prolonged 19th century economic decline. Without the great wealth from silver mining, economic recovery proved extremely difficult in the post-independence period. These reverses at the end of the colonial epoch are important in understanding why Mexicans came to view the era as a "burden" to be overcome rather than as a formative period upon which to build a new nation.
