During the last three decades, there has been a growing interest in systems that combine elements of parliamentarism and presidentialism. Despite the fact that much attention has been directed towards the semi-presidential form of government in particular, it is evident that many aspects of regime forms remain unexplored. This book systematically categorises democratic political regimes with a separate head of state and government (including regimes with a monarch and prime minister, and president and PM) globally and over a long historical period 1850–2019. It analyses how regimes with a dual executive emerge and what trajectories they follow. It also explores the stability of these regimes across time and space. An important feature of this endeavour is to address actual powers of the head of state rather than constitutional provisions.

Since the presidency of George W. Bush, when advocates of executive power such as Dick Cheney gained ascendancy, the argument has blazed hotter than ever. Many argue the Constitution itself is in grave danger. What is to be done? The answer, according to legal scholars Eric Posner and Adrian Vermeule, is nothing. In The Executive Unbound, they provide a bracing challenge to conventional wisdom, arguing that a strong presidency is inevitable in the modern world. Most scholars, they note, object to today's level of executive power because it varies so dramatically from the vision of the framers. Michael McConnell provides a comprehensive account of the drafting of presidential powers. Because the framers met behind closed doors and left no records of their deliberations, close attention must be given to their successive drafts. McConnell shows how the framers worked from a mental list of the powers of the British monarch, and consciously decided which powers to strip from the presidency to avoid tyranny. He examines each of these powers in turn, explaining how they were understood at the time of the founding, and goes on to provide a framework for evaluating separation of powers claims, distinguishing between powers that are subject to congressional control and those in which the president has full discretion.
