Nineteenth-century Russian intellectuals were faced with a dilemma. They had to choose between modernizing their country, thus imitating the West, or reaffirming what was perceived as their country's own values and thereby risk remaining socially underdeveloped and unable to compete with Western powers. Scholars have argued that this led to the emergence of an anti-Western, anti-modern ethnic nationalism. In this innovative book, Susanna Rabow-Edling shows that there was another solution to the conflicting agendas of modernization and cultural authenticity – a Russian liberal nationalism. This nationalism took various forms during the long nineteenth century, but aimed to promote reforms through a combination of liberalism, nationalism and imperialism.

This is the first volume of a two-volume intellectual and political biography of Boris Chicherin (1828-1904), the most important liberal thinker in nineteenth-century Russia. The author analyzes Chicherin's gradual emergence as a reformist during the reign of Nicholas I, his activities as a prominent spokesman for liberal reform, and his defense of conservative liberalism before his disillusionment in the mid 1860's with both Russian government and society. Chicherin's early liberalism distinguished civil rights, such as freedom of conscience and of speech, from political rights, such as constitutional guarantees of suffrage and representative government. He contended that only a strong centralized state could simultaneously keep order and promulgate sweeping civil reforms, for when nations lacking democratic experience embark on extensive reforms, the absence of a powerful state apparatus may lead to uncontrolled revolutionary ferment. The book is not a conventional biography of Chicherin, but a portrait of the cultural context in which he and other early Russian liberals operated. It deals with broad issues in Russian intellectual and political history: the development of liberalism out of the Westernism of the 1840's; the differentiation of early Russian liberalism from Russian socialism; the connections between educated liberal society and the enlightened bureaucrats; the woman question, the Polish problem, and the abolition of serfdom; and finally, liberalism's prospects in reformed Russia.

Analyzing the use of civilization in Russian-language political and media discourses, intellectual and academic production, and artistic practices, this book discusses the rise of civilizational rhetoric in Russia and global politics. Why does the concept of civilization play such a prevalent role in current Russian geopolitical and creative imaginations? The contributors answer this question by exploring the extent to which discourse on civilization penetrates Russian identity formations in imperial and national configurations, and at state and civil levels of society. Although the chapters offer different interpretations and approaches, the book shows that Russian civilizationism is a form of ideological production responding to the challenges of globalization. The concept of "civilization," while increasingly popular as a conceptual tool in identity formation, is also widely contested in Russia today. Having suffered military defeat at the hands of advanced Western powers in the 1850s, Russia and Japan embarked upon a program of catch-up and modernization in the late-19th Century. While the two states sought in the main to replicate the successes of the advanced great powers of the West, the discourse on national identity among Russian and Japanese elite in this period evinced a considerable degree of ambivalence about Western dominance. With the onset of the crisis of power and legitimacy in the international order ushered in by the First World War, this ambivalence shifted towards more open revolt against Western dominance. The rise of communism in Russia and militarism in Japan were significantly shaped by their search for national distinctiveness and international status. This book is a comparative historical study of how the two "non-Western" great powers emerged as challengers to the prevailing international order in the interwar period, each seeking to establish an alternative order. Specifically, Anno examines the parallels and contrasts in the ways in which the Russian and Japanese elites sought to define the two countries’ national identities, and how those definitions influenced the two countries’ attitudes toward the prevailing order. At the intersection of international relations theory, comparative politics, and of historical sociology, this book offers an integrated perspective on the rise of challengers to the liberal international order in the early-twentieth century.

As he examines administrative reform of Russian rural local government between the abolition of serfdom and World War I, Francis William Wcislo takes as his theme the repeated attempts of tsarist statesmen to restructure the most critical mediating link between the autocratic state and a rapidly modernizing agrarian society. His broader objective, however, is to use the issue of autocratic politics to probe the character and evolution of bureaucratic mentalit in this period. Wcislo links the social, psychological, ideological, and institutional nexus of the bureaucracy with its social underpinnings in rural society and lays bare the connections of the bureaucratic world with its traditional social base among the service nobility and the peasantry. Placing the conflicting views of officials within the context of the two political cultures of old regime society, he shows how bureaucratic reformers anxious to promote civic culture were undermined by defenders of traditional autocracy and the society of service estates (soslovie) with which that autocracy had coexisted. This defense of tradition and the resulting failure of reformist initiatives were fundamental to the crisis of Russia in the early twentieth century. Originally published in 1990.
