The financial crisis of 2008 has revived interest in economic scholarship from a historical perspective. The most in depth studies of the relationship between economics and history can be found in the work of the so-called German Historical School (GHS). The influence of the GHS in the USA and Britain has been well documented, but far less has been written on the rest of Europe. This volume studies the interconnection between economic thought and economic policy from the mid-nineteenth century to the interwar period. It examines how the School’s ideas spread and was interpreted in different European countries between 1850 and 1930, analysing its legacies in these countries. In doing so, the book is able to trace the interconnection between economic thought and economic policy, adding new voices to the debate on the diffusion of ideas and flow of knowledge. This book identifies issues related to topics such as nationalism and cosmopolitanism in the history of ideas and clarifies themes in policy making that are still currently debated. This book deals with the introduction of a new type of “spatial measures" in flood governance. In contrast to traditional “safety measures" that aim to provide protection against floods by building structural flood defenses such as levees and flood walls, the goal of spatial measures is to reduce the exposure to flood risks by changing the spatial layout of flood-prone areas. By limiting developments and flood-proofing buildings in areas at risk to flooding, investments in structural flood defenses can be circumvented and vulnerabilities reduce. World-wide, spatial measures are gaining attractiveness as a response strategy to increasing flood risks caused by climate change and urbanization. The introduction of spatial measures in flood governance involves more than the simple development of new policies and laws. Research has demonstrated that the implementation of spatial measures can have huge implications for how costs and responsibilities are divided between different levels of governance and between public and private actors, changing the whole organization behind flood governance. Both for the effectiveness and for the legitimacy of spatial flood governance strategies, it is important that these distributive implications are well understood. This book describes the introduction of spatial measures in the context of two very different delta countries: the Netherlands and the United States. In the United States, a spatial flood governance strategy was already developed in de mid-20th century whereas in the Netherlands, a safety paradigm institutionalized over the course of the 20th century and spatial measures have only recently been introduced. By analyzing the science-policy interactions underlying the implementation of spatial measures in both countries, this book shows how under the influence of different types of experts (engineers in the Netherlands and social geographers in the United States) different spatial flood management strategies emerged with different distributive implications, each with its own challenges for effectiveness and legitimacy.

In 1898, the year Queen Wilhelmina of the Netherlands was inaugurated, five hundred women organized an enormous public exhibition showcasing women’s contributions to Dutch society as workers in a strikingly broad array of professions. The National Exhibition of Women’s Labor, held in The Hague, was attended by more than ninety thousand visitors. Maria Grever and Berteke Waaldijk consider the exhibition in the international contexts of women’s history, visual culture, and imperialism. A comprehensive social history, Transforming the Public Sphere describes the planning and construction of the Exhibition of Women’s Labor and the event itself—the sights, the sounds, and the smells—as well as the role of exhibitions in late-nineteenth-century public culture. The authors discuss how the 1898 exhibition displayed the range and variety of women’s economic, intellectual, and artistic roles in Dutch culture, including their participation in such traditionally male professions as engineering, diamond-cutting, and printing and publishing. They examine how people and goods from the Dutch colonies were represented, most notably in an extensive open-air replica of a “Javanese village.” Grever and Waaldijk reveal the tensions the exhibition highlighted: between women of different economic classes; between the goal of equal rights for women and the display of imperial subjects and spoils; and between socialists and feminists, who competed fiercely with one another for working women’s support. Transforming the Public Sphere explores an event that served as the dress rehearsal for advances in women’s public participation during the twentieth century.
