To inform debate on a new transportation bill being considered, the authors review the literature on the economic outcomes of highway infrastructure spending, which constitutes the largest share of federal spending on transportation infrastructure. They highlight the connections between highway spending and the economy and then analyze the literature to trace the effects of highway infrastructure on productivity, output, and employment.

A new study establishes a strong link between the highway network and national economic performance. Unique in the depth and breadth of its 35-industry analysis, this research sheds new light on the commercial benefits of highway infrastructure investments. The Federal Highway Administration (FHWA) is pleased to present this research because it clearly documents the highway network's contribution to industry productivity growth, national economic performance, and international competitiveness. Although a comprehensive assessment of the social costs and benefits of the road system is beyond the scope of this research and would include a wide range of factors, such as the impacts on consumers as well as producers, employment effects of highway construction projects, and environmental and social effects of highway provision and use, this work provides important empirical evidence about the historic contribution of roads to the U.S. economy.

Roads are the arteries through which the economy pulses. They connect sellers to markets, workers to jobs, students to education, and the sick to hospitals. Yet much of the developing world, Africa in particular, lacks adequate transportation infrastructure. Accordingly investments in transportation remain a cornerstone of the development agenda. Sub-Saharan Africa spends roughly $6.8 billion per year on paving roads, and the World Bank invests more on roads than on education, health, and social services combined. Despite the development focus on transportation, methodologies for evaluating which road projects to fund are often dis-jointed and unreliable. This report hopes to improve upon the current approaches by establishing a new methodology for prioritization which can be applied to a diverse set of scenarios, regions, and projects. This book demonstrates how modern econometrics and geospatial techniques can be combined to analyze the latest available geo-referenced datasets at the smallest possible scale to answer some of the most important questions in development. Uniquely this report attempts to shed light on some of the most profound puzzles in determining the impacts of roads and where to locate these. Does road infrastructure unleash a virtuous growth cycle? Is it advisable to improve roads in conflict prone zones? What is the effect of improving market access on farming practices? And what are the impacts of roads on forests and biodiversity? It is envisioned that the approach used in this book can be a reference guide to researchers from across the spectrum of international development, who are seeking new tools and insights into the many issues (technical and non-technical) of this important field.

Policy makers often call for increased spending on infrastructure, which can encompass a broad range of investments, from roads and bridges to digital networks that will expand access to high-speed broadband. Some point to the near-term macroeconomic benefits, such as job creation, associated with infrastructure spending; others point to the long-term effects of such spending on productivity and economic growth. Economic Analysis and Infrastructure Investment explores the links between infrastructure investment and economic outcomes, analyzing key economic issues in the funding and management of infrastructure projects. It includes new research on the short-run stimulus effects of infrastructure spending, develops new estimates of the stock of US infrastructure capital, and explores incentive aspects of public-private partnerships with particular attention to their allocation of risk. The volume provides a reference for researchers seeking to study infrastructure issues and for policymakers tasked with determining the appropriate level and allocation of infrastructure spending.

This book explores the various economic and institutional factors that explain why huge investments are made in unworthy transportation mega-projects in the US and other countries. It is based on research, the general literature, economic analyses, and results from a specifically collected database showing that a significant proportion of implemented mega-projects have been found to be inferior ex-ante or incapable of delivering the returns they promised ex-post. Transportation infrastructure and other public investments of a similar scope (“mega-projects”) reflect public sector priorities and objectives, non-pecuniary as well as financial constraints, and a range of decision-making processes. This book describes how decisions made in the public sector with respect to transportation infrastructure investments are affected by the large populations and territories they serve, the estimation of the substantial opportunity costs they entail, the formal procedures instituted for quantitatively appraising projected outcomes and monetary returns, and the political environment in which these decisions are made.
