The autonomy granted to local communities (such as towns, municipalities, and city-states) by larger, central powers (such as empires, kings, lords, and central states) is a recurrent feature of European history over time, from Antiquity to the contemporary period. This volume explores the political, social, and cultural aspects of this feature in a diachronic and comparative perspective, from the Roman Empire to today's city partnerships. To this end, it uses the concept of polycentric governance. Originally developed by political economist Vincent Ostrom in the 1960s and then expanded by the 2009 winner of the Nobel Prize in Economics, political scientist Elinor Ostrom, this concept characterises the interdependent system of relations between different actors involved in a process and, for that reason, it is frequently used in policy studies. This volume applies the concept of polycentric governance to historical studies as a heuristic device to analyse the multilayer systems into which cities were integrated at various points in European history, as well as the implications of the coexistence of different political structures. Fourteen chapters examine the structures, the dynamics, and the discourse of polycentric governance through various case studies from the Roman Empire, from medieval towns, from early modern Europe, and from contemporary cities. The volume suggests that for extended periods of time throughout European history, polycentric governance has played a pivotal role in the organisation and distribution of political power.

A sweeping intellectual history of the role of wealth in the church in the last days of the Roman Empire Jesus taught his followers that it is easier for a camel to go through the eye of a needle than for a rich man to enter heaven. Yet by the fall of Rome, the church was becoming rich beyond measure. Through the Eye of a Needle is a sweeping intellectual and social history of the vexing problem of wealth in Christianity in the waning days of the Roman Empire, written by the world's foremost scholar of late antiquity. Peter Brown examines the rise of the church through the lens of money and the challenges it posed to an institution that espoused the virtue of poverty and called avarice the root of all evil. Drawing on the writings of major Christian thinkers such as Augustine, Ambrose, and Jerome, Brown examines the controversies and changing attitudes toward money caused by the influx of new wealth into church coffers, and describes the spectacular acts of divestment by rich donors and their growing influence in an empire beset with crisis. He shows how the use of wealth for the care of the poor competed with older forms of philanthropy deeply rooted in the Roman world, and sheds light on the ordinary people who gave away their money in hopes of treasure in heaven. Through the Eye of a Needle challenges the widely held notion that Christianity's growing wealth sapped Rome of its ability to resist the barbarian invasions, and offers a fresh perspective on the social history of the church in late antiquity.

East and West in the Roman Empire of the Fourth Century examines the (dis)unity of the Roman Empire in the fourth century from different angles, in order to offer a broad perspective on the topic and avoid an overvaluation of the political division of the empire in 395. After a methodological key-paper on the concepts of unity, the other contributors elaborate on these notions from various geo-political perspectives: the role of the army and taxation, geographical perspectives, the unity of the Church and the perception of the divisio regni of 364. Four case-studies follow, illuminating the role of concordia apostolorum, antique sports, eunuchs and the poet Prudentius on the late antique view of the Empire. Despite developments to the contrary, it appears that the Roman Empire remained (to be viewed as) a unity in all strata of society.

Imperial and Local Citizenship in the Long Second Century CE offers a radical new history of Roman citizenship in the long century before Caracalla's universal grant of citizenship in 212 CE. Earlier work portrayed the privileges of citizen status in this period as eroded by its wide diffusion. Building on recent scholarship that has revised downward estimates for the spread of citizenship, this work investigates the continuing significance of Roman citizenship in the domains of law, economics and culture. From the writing of wills to the swearing of oaths and crafting of marriage, Roman citizens conducted affairs using forms and language that were often distinct from the populations among which they resided.
