In this ambitious work a leading scholar undertakes a full-scale reconceptualization of international relations. Turbulence in World Politics is an entirely new formulation that accounts for the persistent turmoil of today's world, even as it also probes the impact of the microelectronic revolution, the postindustrial order, and the many other fundamental political, economic, and social changes under way since World War II. To develop this formulation, James N. Rosenau digs deep into the workings of communities and the orientations of individuals that culminate in collective action on the world stage. His concern is less with questions of epistemology and methodology and more with the development of a comprehensive theoryone that is different from other paradigms in the field by virtue of its focus on the tumult in contemporary international relations. The book depicts a bifurcation of global politics in which an autonomous multi-centric world has emerged as a competitor of the long established state-centric world. A central theme is that the analytic skills of people everywhere are expanding and thereby altering the context in which international processes unfold. Rosenau shows how the macro structures of global politics have undergone transformations linked to those at the micro level: long-standing structures of authority weaken, collectivities fragment, subgroups become more powerful at the expense of states and governments, national loyalties are redirected, and new issues crowd onto the global agenda. These turbulent dynamics foster the simultaneous centralizing and decentralizing tendencies that are now bifurcating global structures. A photograph of two men, cowboy-hatted and -booted and discreetly holding hands, is the departure point in a groundbreaking study on masculinity and homosexuality in Mexico. Just Between Us, an ethnography of intimacy and affection between men, explores the concept of masculine identity and homoeroticism, expressing the difficulties men face in maintaining their masculinity while expressing intimacy and affection. Using fieldwork from rural Sonora, Mexico, Guillermo Núñez Noriega posits that men accept this intimacy outside gender categories and stereotypes, despite the traditional patriarchal society. This work contests homophobia and the heterosexual ideal of men and attempts to break down the barriers between genders. The photograph Núñez Noriega uses to explore the shifting attitudes and perceptions of sexuality and gender provokes more questions than answers. Recognizing the societal regulations at play, the author demonstrates the existence in contemporary Mexico of an invisible regime of power that constructs and regulates the field of possibilities for men’s social actions, especially acts of friendship, affection, and eroticism with other men. The work investigates “modes of speaking” about being a man, on being gay, on the implicit meanings of the words homosexual, masculine, trade, fairy, and others—words that construct possibilities for intimacy, particularly affective and erotic intimacy among men. Multiple variants of homoeroticism fall outside the dominant model, Núñez Noriega argues, a finding that offers many lessons on men and masculine identities. This book challenges patriarchal definitions of sex, gender, and identity; it promotes the unlearning of dominant conventions of masculinity to allow new ways of being.

Do people's beliefs help to explain foreign policy decisions, or is political activity better understood as the self-interested behavior of key actors? The collaborative effort of a group of distinguished scholars, this volume breaks new ground in demonstrating how ideas can shape policy, even when actors are motivated by rational self-interest. After an introduction outlining a new framework for approaching the role of ideas in foreign policy making, well-crafted case studies test the approach. The function of ideas as "road maps" that reduce uncertainty is examined in chapters on human rights, decolonialization, the creation of socialist economies in China and Eastern Europe, and the postwar Anglo-American economic settlement. Discussions of parliamentary ideas in seventeenth-century England and of the Single European Act illustrate the role of ideas in resolving problems of coordination. The process by which ideas are institutionalized is further explored in chapters on the Peace of Westphalia and on German and Japanese efforts to cope with contemporary terrorism.

This book outlines and demonstrates problems with the use of the HP filter, and proposes an alternative strategy for inferring cyclical behavior from a time series featuring seasonal, trend, cyclical and noise components. The main innovation of the alternative strategy involves augmenting the series forecasts and back-casts obtained from an ARIMA model, and then applying the HP filter to the augmented series. Comparisons presented using artificial and actual data demonstrate the superiority of the alternative strategy.
