Inhaltsangabe:Einleitung: Innerhalb des deutschen Institutionensystems industrieller Beziehungen konnten Betriebsräte, gewerkschaftliche Vertrauensleute und Arbeitnehmervertreter im Aufsichtsrat, einschließlich der Gewerkschaftsvertreter, in ihrer Gesamtheit als betriebliche Interessenvertretung bezeichnet, die Interessen der Beschäftigten lange Zeit im Betrieb bzw. in den Unternehmen vertreten. Der Vertretungsauftrag korrespondierte nicht nur mit den Erwartungen der Beschäftigten, sondern auch mit der jeweiligen Unternehmensentwicklung und einer „sozial befriedeten Gesellschaft“. Seit Ende der achtziger Jahre ist diese Harmonie zwischen sozialem Frieden, Unternehmensentwicklung und einem wachsenden materiellen und sozialen Gratifikationssystem, der die Belegschaft an den Erfolgen der Unternehmen partizipieren ließ, in besonderer Weise gefährdet. Restrukturierungsmaßnahmen in den Betrieben und eine zunehmende Globalisierung der Aktivitäten von Unternehmen zielen auf Veränderungen von Unternehmensstrukturen und Arbeitsbedingungen ab, wodurch die Unternehmen dem starren Korsett nationalstaatlicher Regulierungen und institutioneller Zwänge entfliehen wollen, um unter dem Primat des Wettbewerbs Kosten einzusparen, und um flexibler auf Marktanforderungen reagieren zu können. Konkret erlangten deutsche Unternehmen die Möglichkeit, nach dem Zusammenbruch der osteuropäischen staatssozialistischen Regime, sich dem „Modell Deutschland“ zu entziehen, indem Teile der Produktion oder gesamte Produktionszweige in nun zugängliche Niedriglohnländer in relativer Nähe verlagert werden konnten. Ob dies auch tatsächlich durchgeführt wurde, oder lediglich die Option zur Verlagerung „ins Spiel gebracht“ wurde, war in diesem Fall gleich. Das Drohpotential reichte aus, um die betrieblichen Interessenvertretungen in ein „concession bargaining“ zu zwingen, wenn die Interessenvertreter die Beschäftigung weiterhin effektiv sichern wollten. Dieses war zumeist mit dem Abbau oder Aufweichen von ehemals erkämpften Rechten auf der Betriebsebene verbunden. Darüber hinaus zeichnet Streeck (1998) ein noch viel düsteres Bild und prognostiziert die Aushöhlung des gesamten Institutionensystems industrieller Beziehungen.
