With the introduction of automation and digitalized processes in the warehouse, and the dramatic growth of online shopping resulting in longer operating hours and higher product flows in warehouses, workers in the retail logistics industry are on the one hand, being squeezed out of their jobs, and on the other, being asked for ever greater flexibility in decreasingly skilled jobs with reduced wages for their efforts. Companies who have partially invested in automation technologies yet still require large amounts of manpower to operate their warehouses and are trying to find solutions for their two biggest organisational constraints: how to build flexibility into their organisation to accommodate the high variability in customer demand, and how to keep their employees' mostly repetitive, low-skilled jobs sufficiently interesting and low-strain to retain their workforce at low wages. To mitigate these two effects, logistics companies started introducing job rotation in their warehouses several years ago. This book presents models and algorithms for complex scheduling problems. Besides resource-constrained project scheduling problems with applications also job-shop problems with flexible machines, transportation or limited buffers are discussed. Discrete optimization methods like linear and integer programming, constraint propagation techniques, shortest path and network flow algorithms, branch-and-bound methods, local search and genetic algorithms, and dynamic programming are presented. They are used in exact or heuristic procedures to solve the introduced complex scheduling problems. Furthermore, methods for calculating lower bounds are described. Most algorithms are formulated in detail and illustrated with examples. In this second edition some errors were corrected, some parts were explained in more detail, and new material has been added. In particular, further generalizations of the RCPSP, additional practical applications and some more algorithms were integrated.

Despite the spread of automation and new supply chain management paradigms, logistics remains dependent on a rather specific set of skills and competencies, whether for managerial, administrative, or blue-collar jobs, such as trucking or warehousing. This dependence implies that the logistical performance of businesses, industries, and nation states is strongly influenced by the quantity and quality of the workforce. Insufficient resources of a competent and properly trained workforce in logistics adversely affect the quality of service, reduce productivity in sectors dependent on logistics, and ultimately reduce trade competitiveness. While other interventions that affect logistics performance—such as international infrastructures, trade corridors, regulations, and services—have already been reviewed extensively, this report is the first to cover the contributions of human resources and explore how to develop skills and improve competencies, especially in developing countries. The study proposes a framework for the skills needed according to the logistics activity (such as transportation or warehousing) or the type and level of responsibility. Based on several sources, including recent surveys carried out by the World Bank and the Kühne Logistics University, the report uncovers where the skills constraints are according to the type of job or countries. Findings include that logistics is an industry struggling to hire skilled workers, although with differences between developed countries (where trucker shortages are more acute) and developing economies (where managerial shortages are more widespread). Typically, blue-collar logistics jobs have lower status and lower pay than blue-collar jobs in other industries; they are thus less attractive for skilled workers. In developing countries with a potentially available workforce, lack of vocational preparation for careers in logistics means that less-skilled workers are not easily re-skilled. Logistics tasks at the upper end of the occupational hierarchy and those with high information technology content often require an upskilling of employees to keep pace with new technology. Yet the problem is not confined to recruitment. The surveys point to limited resources, money, and staff time allocated to training, especially in developing countries. Realizing the promise of quality jobs from the growth of logistics worldwide requires a coordinated effort by logistics companies, professional associations, training providers, and policy makers. Through a combination of facilitation, regulation, advice, financial instruments, and land use planning, governments can exert significant influence.

A progression of creative annihilation is probably under way, where some chores are either offshored or given to robots. A story that involves as its main players "workers" and "Walmart" does not usually have a happy ending for labor, so the counternarrative offered by Building Power from Below is must reading for activists and union personnel as well as scholars. In 2008 Walmart acquired a controlling share in a large supermarket chain in Santiago, Chile. As part of the deal Walmart had to accept the unions that were already in place. Since then, Chilean retail and warehouse workers have done something that has seemed impossible for labor in the United States: they have organized even more successful unions and negotiated unprecedented contracts with Walmart. In Building Power from Below, Carolina Bank Muñoz attributes Chilean workers’ success in challenging the world’s largest corporation to their organizations’ commitment to union democracy and building strategic capacity. Chilean workers have spent years building grassroots organizations committed to principles of union democracy. Retail workers’ unions have less structural power, but have significant associational and symbolic power. Their most notable successes have been in fighting for respect and dignity on the job. Warehouse workers by contrast have substantial structural power and have achieved significant economic gains. While the model in Chile cannot necessarily be reproduced in different countries, we can gain insights from the Chilean workers’ approaches, tactics, and strategies.
