Over de eerste twee vragen zijn al bibliotheken volgeschreven, maar de laatste vraag is tot dusverre zelden onder de loep genomen. Om die reden staat ze centraal in deze bescheiden bundel over Nederlandse en Duitse media - toegespitst op pers, televisie en radio -, die de neerslag is van een discussiedag te Groningen in het voorjaar van 2005. Hierover later meer.Eerst wil ik ingaan op de begrippen 'cultuurverschillen' en 'cultuur', die op verwarrend veel manieren gebruikt worden. 'Cultuur' wordt vaak gehanteerd in de beperkte betekenis van 'de kunsten' of van 'het intellectuele, wetenschappelijke en esthetische gebied'. In deze bundel gaat het echter om de brede betekenis van 'cultuur': een specifieke ordening van de samenleving die alles zin en betekenis geeft en het denken en handelen stuurt. Cultuur is dus gemaakt, het is een collectieve, veranderlijke constructie bestaande uit gemeenschappelijke opvattingen, waarden, zingevingen en herinneringen. De cultuurwetenschapper Geert Hofstede, die in de jaren tachtig en negentig baanbrekend onderzoek heeft verricht naar verschillen tussen allerlei (bedrijfs)culturen, heeft dit bondig samengevat als 'collectieve mentale programmering'. Zo noemt Hofstede 'cultuur' in zijn boek Allemaal andersdenkenden. Omgaan met cultuurverschillen (1991) 'de collectieve mentale programmering die de le¡den van één groep onderscheidt van die van andere groepen'.Vanzelfsprekend wil dit niet zeggen dat iedereen binnen één cultuur - of dit nu een nationale cultuur of een bedrijfscultuur is - hetzelfde reageert, alleen dat de gemeenschappelijke mentale programmering een aantal voor de hand liggende reacties van mensen tot gevolg heeft. Bepaalde meningen of gedragingen van medemensen worden in een cultuur als 'normaal' beschouwd, terwijl andere abnormaal, schokkend of ondenkbaar zijn...
