Ello requiere, en el plano organizativo, la racionalización de las estructuras. La optimización del diseño estructural de la Administración Pública es una herramienta que posibilita prestar un mejor servicio efectivo, de calidad y responsable en una variedad, cada vez más amplia, de fenómenos y funciones administrativas. El objetivo de esta obra es el planteamiento de medidas de reforma en el diseño y la gestión de la estructuración de la Función Pública que puedan permitir su racionalización y optimización. Para alcanzarlo, es imprescindible conocer el punto de partida. La conformación de la estructuración de la Función Pública española desde su unidad básica, el puesto de trabajo. El estudio se ha realizado tanto en su vertiente estática como dinámica, por implicar elementos en continuo cambio. Además, es necesario analizar las herramientas de ordenación, gestión y planificación de los recursos humanos, al ser instrumentos que permiten configurar y temporizar una política estratégica para el logro de objetivos, y la planificación estratégica como actividad que posibilitaría la integración de modificaciones en la organización y el funcionamiento de la Administración. Todo ello permite establecer las medidas necesarias en la estructura organizativa para eliminar las ineficiencias y las redundancias, así como suplir las carencias en la conformación de la Administración y en la gestión de su personal, que permitirían prestar con mayor eficacia y eficiencia servicios de elevada calidad y aspirar a una mejor consecución de las finalidades que se la han encomendado Esta obra se ha estructurado en tres capítulos. El Capítulo II se dedica al análisis de los instrumentos de ordenación de los puestos de trabajo y de las herramientas de gestión de personal. En el último apartado, se acude a la planificación como herramienta que permite llevar a cabo medidas de reforma. Finalmente, en el Capítulo III, en base a los problemas y las posibilidades de mejora detectadas en los capítulos precedentes, se plantearán propuestas de racionalización y optimización de la estructura administrativa y de los instrumentos de gestión de personal.
