Excerpt from Measurement Assurance Programs, Vol. 2: Development and Implementation The discussion is approached in the context of the assumption that the tie to defined units or national standards is accomplished via a tie to nbs. Participation in a measurement assurance program can satisfy this tie where systematic error is evaluated via measurements made in the participating laboratory on an nbs transfer standard and where it can be shown that the measurement process is continuously in a state of statistical control. This in no way implies that measurement assurance cannot be attained without formal participation in an nbs sponsored program, but the presentation is made more concrete in this context. The formulation of measurement assurance techniques for all measurement situations is not within the scope of this document. Obviously, such matter is best handled on a subject basis. The dearth of suitable documentation for specific measurement disciplines serves as a motivating factor in the development of this guide which describes statistical procedures and analyses that are generally pertinent to measurement assurance. It is hoped that the reader will be able to adapt the philosophy and techniques contained herein to his own particular measurement needs. The material in this document is largely statistical in nature because of the measurement assurance approach to quantifying both the random and systematic errors that are generated by a measurement process. It should be recognized, however, that measurement assurance is not achieved by statistical techniques alone but by the totality of procedures such as correct measurement practice, adherence to recommended procedures, control of environmental factors and estimation of process parameters that relate the output of the measurement system to national standards. The 5300.4 series of NASA Handbooks for Reliability and Quality Assurance Programs have provisions for the establishment and utilization of a documented metrology system to control measurement processes and to provide objective evidence of quality conformance. The intent of these provisions is to assure consistency and conformance to specifications and tolerances of equipment, systems, materials, and processes procured and/or used by NASA, its international partners, contractors, subcontractors, and suppliers. This Measurement Assurance Program (MAP) guideline has the specific objectives to: (1) ensure the quality of measurements made within NASA programs; (2) establish realistic measurement process uncertainties; (3) maintain continuous control over the measurement processes; and (4) ensure measurement compatibility among NASA facilities. The publication addresses MAP methods as applied within and among NASA installations and serves as a guide to: control measurement processes at the local level (one facility); conduct measurement assurance programs in which a number of field installations are joint participants; and conduct measurement integrity (round robin) experiments in which a number of field installations participate to assess the overall quality of particular measurement processes at a point in time.
