Holly Swyers turns to the bleachers of Chicago's iconic Wrigley Field in this unique exploration of the ways people craft a feeling of community under almost any conditions. Wrigley Regulars examines various components of community through the lens of "the regulars," a group of diehard Chicago Cubs fans who loyally populate the bleachers at Wrigley Field. In a time when many communities are perceived as either short-lived or disintegrating, the Wrigley regulars have formed their own thriving set of pregame rituals, ballpark traditions, and social hierarchies. Swyers examines the conditions, practices, and behaviors that help create and sustain the experience of community. At Wrigley Field, these practices can include the simple acts of scorecard-keeping and gathering at the same location before each game or insisting on elaborate rules of ticket distribution and seating arrangements, as well as more symbolic behaviors and superstitions that link the regulars to each other. A bleacher regular herself, Swyers uses a qualitative approach to define community as the ways in which people arrive at an awareness of themselves as a group with a particular relationship to the larger world. The case of the regulars offers a challenge to the claim that community is eroding in an increasingly fragmented and technologically driven culture, suggesting instead that our notions of where we find community and how we express it are changing.

In this groundbreaking study, Zimmerman explores the town meeting form of government in all New England states. This comprehensive work relies heavily upon surveys of town officers and citizens, interviews, and mastery of the scattered writing on the subject. Zimmerman finds that the stereotypes of the New England open town meeting advanced by its critics are a serious distortion of reality. He shows that voter superintendence of town affairs has proven to be effective, and there is no empirical evidence that thousands of small towns and cities with elected councils are governed better. Whereas the relatively small voter attendance suggests that interest groups can control town meetings, their influence has been offset effectively by the development of town advisory committees, particularly the finance committee and the planning board, which are effective counterbalances to pressure groups. Zimmerman provides a new conception of town meeting democracy, positing that the meeting is a de facto representative legislative body with two safety valves—open access to all voters and the initiative to add articles to the warrant, and the calling of special meetings to reconsider decisions made at the preceding town meeting. And, as Zimmerman points out, a third safety valve—the protest referendum—can be adopted by a town meeting.

Black soldiers first entered the regular army of the United States in the summer of 1866. While their segregated regiments served in the American West for the following three decades, the promise of Reconstruction gave way to the repressiveness of Jim Crow. But black men found a degree of equality in the service: the army treated them no worse than it did their white counterparts. The Black Regulars uses army correspondence, court-martial transcripts, and pension applications to tell who these men were, often in their own words: how they were recruited and how their officers were selected; how the black regiments survived hostile congressional hearings and stringent budget cuts; how enlisted men spent their time, both on and off duty; and how regimental chaplains tried to promote literacy through the army’s schools. The authors shed new light on the military justice system, relations between black troops and their mostly white civilian neighbors, their professional reputations, and what veterans faced when they left the army for civilian life.

How do Democratic and Republican party leaders react after their party has lost a presidential election? Is there a pattern of response to defeat that reflects the distinctive cultures of the two parties? This book answers these questions by examining how the two national party organizations have responded to presidential election defeats between 1956 and 1993. Drawing on party documents, interviews with party officials, and contemporary accounts, Philip Klinkner provides detailed case studies of opposition party politics. He shows that Republican national committees have reacted to losses by making organizational changes to improve campaign technology and fundraising and that losing Democrats have sought to refine or make more democratic their internal procedures for selecting delegates to the national convention or for choosing presidential candidates. Klinkner suggests that the reasons for these reactions stem from the historical development of the parties. The organizational response of the Republican party is the result of its long-term relationship with business, its homogeneity and hierarchical structure, and its minority party experience. The Democrats' emphasis on participation and representation for its constituent elements is based on its characteristic composition of social and economic out-groups, its heterogeneity and decentralization, and its tradition as the majority party.
