The concept of need and servicing has been a cornerstone of public service research since its inception, although the methods for modeling and assessing need have changed dramatically as technology has allowed for higher level data aggregation and processing techniques to be employed. Modeled after Heflin and Miller’s research study on "The Geography of Need: Identifying Human Service Needs in Rural America", this thesis examines need and inequality from a geographic perspective, employing geographic information systems, spatial statistics and modeling techniques to provide a representation of inequality and need across the state of Missouri. Methods for variable selection include the employment of qualitative research and factor analysis, along with geographically weighted regression for the development of weights for variables included in the final model. Following the construction of profiles to represent specific categories of inequality, results showed that economic variables included in the analysis were most influential in the overall construction of the models, followed by demographic, socio-cultural, and environmental variables respectively.

What exactly is spatial inequality? Why does it matter? And what should be the policy response to it? These questions have become important in recent years as the spatial dimensions of inequality have begun to attract considerable policy interest. In China, Russia, India, Mexico, and South Africa, as well as most other developing and transition economies, spatial and regional inequality - of economic activity, incomes, and social indicators - is on the increase. Spatial inequality is a dimension of overall inequality, but it has added significance when spatial and regional divisions align with political and ethnic tensions to undermine social and political stability. Also important in the policy debate is a perceived sense that increasing internal spatial inequality is related to greater openness of economies, and to globalization in general. Despite these important concerns, there is remarkably little systematic documentation of what has happened to spatial and regional inequality over the last twenty years. Correspondingly, there is insufficient understanding of the determinants of internal spatial inequality. This volume attempts to answer the questions posed above, drawing on data from twenty-five countries from all regions of the world. They bring together perspectives and expertise in development economics and in economic geography and form a well-researched introduction to an area of growing analytical and policy importance.

We study the importance of firm sorting for spatial inequality. If productive locations are able to attract the most productive firms, then firm sorting acts as an amplifier of spatial inequality. We develop a novel model of spatial firm sorting, in which heterogeneous firms first choose a location and then hire workers in a frictional local labor market. Firms' location choices are guided by a fundamental trade-off: Operating in productive locations increases output per worker, but sharing a labor market with other productive firms makes it hard to poach and retain workers, and hence limits firm size. We show that sorting between firms and locations is positive--i.e., more productive firms settle in more productive locations--if firm and location productivity are complements and labor market frictions are sufficiently large. We estimate our model using administrative data from Germany and find that highly productive firms indeed sort into the most productive locations. In our main application, we quantify the role of firm sorting for wage differences between East and West Germany, which reveals that firm sorting accounts for 17%-27% of the West-East wage gap.

Standard models of labor migration suggest that migration is induced by real income differentials across locations and will, ceteris paribus, serve to reduce those differentials. And yet there is evidence that growing spatial inequality may co-exist with increased migration from poorer to richer areas, at least over certain ranges. At a theoretical level, this raises the question of modeling opposing forces, for convergence and divergence, in a common framework, and identifying the precise conditions under which the tendency for convergence dominates, or is dominated by, the forces for divergence. A conventional route to introducing forces for divergence is to bring agglomeration effects into the standard setup. This paper explores an alternative route, based on a theoretical and empirical proposition of the migration literature, namely, that migration is a selective process. Focusing on skilled migration, the paper demonstrates the different forces in play that make selective migration a force for both divergence and convergence, and characterizes where each set of forces dominates. Finally, it explores the consequences for convergence of combining migration selectivity and agglomeration effects arising from migrant networks.

This paper investigates how the interactions between product differentiation, transport costs and urban costs determine spatial inequality in a general-equilibrium model. We shed light on the interrelation between different definitions of home market effect (HME) in literature. While the wages in the large region are always higher, the HME in industrial distribution occurs in a limited range of parameters, implying the HME in factor price is more pervasive. Moreover, we show that the reverse HME is the more common outcome. It indicates that neglecting urban costs in theoretical methodologies tends to overestimate the existence of HME. We also disclose how a change in costs and transport costs affects regional inequalities and welfare.
