This book presents multi-regional input-output tables from the prefectural level as well as non-survey methods for creating the tables that divide a prefecture into sub-regions—into municipalities, for instance. In this book, the reader will find a survey of Japan's multilayered input–output tables and the research employing them, with an explanation of how to compile and apply a multi-regional input–output table for the country’s economy. Also included is research on currently important topics in municipal economies, carried out by municipality-based input–output analysis. Many input–output tables already have been compiled for each of the 47 prefectures of Japan as well as for major municipalities such as ordinance-designated cities, i.e., with populations greater than 500,000. The input–output table, or “benchmark table”, for the entire country, which is jointly compiled by 10 ministries and agencies including the Ministry of Internal Affairs and Communications, provides the essential information for the compilation of regional input-output tables. In recent years, there has been a great deal of interest in the estimation of municipality-based input–output tables to help provide perspective for regional economic revitalization and evidence-based policymaking. This book presents pioneering work on an interregional input-output table of the Chinese economy and its applications to the analysis of interregional and interindustrial relations in China. It is the fruit of the authors'' joint efforts of more than five years to establish a solid basis for the analysis of interregional relations in China, in the hope of laying the foundation for further studies of regional development in that country. The book endeavors to make a contribution to the regional typology of the Chinese economy. The Chinese provinces are classified into seven large regions. The interregional input-output table is constructed accordingly. Chapter I describes the methodology for producing this interregional input-output (IRIO) table. Input-Output Analysis (IOA) is widely used in the field of ecological economics, industrial ecology, and environmental sciences. In 1989, after several years of discussion and negotiation, the Regional Econornics Applications Laboratory (REAL) was formed. This unique relationship between the Federal Reserve Bank of Chicago and the University of Illinois at Urbana-Champaign has been a significant source of intellectual inspiration for many students, visiting colleagues and members of the participating institutions for the past decade. The idea for REAL was hatched by Philip Israilevich and Geoffrey Hewings in typical Chicago style - in the back room of a local bar. In early December 1997, their collaboration came to an untimely end when Philip died after a three-year battle with cancer. The challenge of moving across a spectrum from theory to model development to implementation and interpretation provided the underlying motivation for REAL's formation together with an equally important component, namely the translation of many of these efforts into a form that could be understood and implemented by policy makers. For Philip, REAL and the Regional Science Association International provided the forums for his intellectual endeavors, although he also contributed many papers in banking. In recognition of his contributions and to provide a sense of the current research in the fields in which he published, many of the authors of these chapters assembled in Chicago in November, 1998 to participate in a small seminar in his honor. Several others who were not able to come nevertheless contributed chapters to this volume. Subsequently, all of the papers have been revised and updated.

This book presents an evaluation of the impacts of megathrust earthquakes and tsunamis on regional economies and subsequent reconstruction, as well as regional revitalization by the spatial economic model and dynamic macro and regional computable general equilibrium (CGE) models. The cases examined are the Great East Japan Earthquake and the Indian Ocean Tsunami. The study constructs three models of these megathrust earthquakes and the associated tsunami. In the first model, the regional CGE model is proposed with a database comprising the two-regional social accounting matrix for 2005 between the region comprising four disaster-affected prefectures of Japan and the non-disaster region. For the recursive dynamic regional CGE model, the model that expanded and improved the dynamic two-regional CGE model to reflect the incomplete employment conditions and the aging society is used to analyze the impacts of an earthquake and the construction of industrial clusters. In the second model, the interregional input–output model is proposed in order to analyze the impacts of the earthquake and rapid population decline and construction of a biogas electricity power plant. In the third model, a new economic geography (NEG) model is proposed, consisting of the 47 prefectures of Japan in order to investigate the impacts of the Great East Japan and Nankai megathrust earthquakes and the associated tsunami and to consider how they change the regional economies of Japan. Using these three models, the impacts of megathrust earthquakes and tsunamis on regional economies and reconstruction and on regional revitalization are evaluated.
