Despite the cosmopolitan rhetoric, hierarchies of race, culture and class shape popularity, friendships, and romance on campus. By going back to high school for a year, Tanu befriended transnational youth, often called “Third Culture Kids”, to present their struggles with identity, belonging and internalized racism in their own words. The result is the first engaging, anthropological critique of the way Western-style cosmopolitanism is institutionalized as cultural capital to reproduce global socio-cultural inequalities. From the introduction: When I first went back to high school at thirty-something, I wanted to write a book about people who live in multiple countries as children and grow up into adults addicted to migrating. I wanted to write about people like Anne-Sophie Bolon who are popularly referred to as “Third Culture Kids” or “global nomads.” ... I wanted to probe the contradiction between the celebrated image of “global citizens” and the economic privilege that makes their mobile lifestyle possible. From a personal angle, I was interested in exploring the voices among this population that had yet to be heard (particularly the voices of those of Asian descent) by documenting the persistence of culture, race, and language in defining social relations even among self-proclaimed cosmopolitan youth.

In Permanent Transit: Discourses and Maps of the Intercultural Experience builds interdisciplinary approaches to the study of migrations, traffics, globalisation, communication, regulations, arts, literature, and other intercultural processes, in the context of past and present times. The book offers a convergence of perspectives, combining conceptual and empirical work by sociologists, anthropologists, historians, linguists, educators, lawyers, media specialists, and literary studies writers, in their shared attempt to understand the many routes of the intercultural experience. This Permanent Transit generates an overlapping of cultures, characteristic of a site of cultural translation. In their incessant creation of uncertainties, these pages also produce new hypotheses, theories and explanations, while pushing limits, bringing about epistemological changes, and opening new spaces for independent discussion and research. The potential for change is located at peripheries marked by hybridity, where the ‘new arrivals’ and the ‘excluded’ – like this book and many of its contributors – are able to use subversion to undermine the strategies of the powerful, regardless of who they are. Nicknamed the International Express, the New York City Transit Authority 7 subway line runs through a highly diverse series of ethnic and immigrant neighborhoods in Queens. People from Andean South America, Central America, China, India, Italy, Korea, Mexico, Pakistan, Poland, Romania, and Vietnam, as well as residents of a number of gentrifying blue-collar and industrial neighborhoods, fill the busy streets around the stations. The 7 train is a microcosm of a specifically urban, New York experience, in which individuals from a variety of cultures and social classes are forced to interact and get along with one another. For newcomers to the city, mastery of life in the subway space is a step toward assimilation into their new home. In International Express, the French ethnographer Stéphane Tonnelat and his collaborator William Kornblum, a native New Yorker, ride the 7 subway line to better understand the intricacies of this phenomenon. They also ask a group of students with immigrant backgrounds to keep diaries of their daily rides on the 7 train. What develops over time, they find, is a set of shared subway competences leading to a practical cosmopolitanism among riders, including immigrants and their children, that changes their personal values and attitudes toward others in small, subtle ways. This growing civility helps newcomers feel at home in an alien city and builds what the authors call a "situational community in transit." Yet riding the subway can be problematic, especially for women and teenagers. Tonnelat and Kornblum pay particular attention to gender and age relations on the 7 train. Their portrait of integrated mass transit, including a discussion of the relationship between urban density and diversity, is invaluable for social scientists and urban planners eager to enhance the cooperative experience of city living for immigrants and ease the process of cultural transition.

What does it mean to bring Asia into conversation with current literature on everyday multiculturalism? This book focuses on the empirical, theoretical and methodological considerations of using an everyday multiculturalism approach to explore the ordinary ways people live together in difference in the Asian region while also drawing attention to increasing trans-Asian mobilities. The chapters in this collection encompass inter-disciplinary research undertaken in Australia, Hong Kong, Malaysia, Singapore and South Korea that explores some core aspects of everyday multiculturalism as it plays out in and across Asia. These include an increase in intraregional movements and especially labour mobility, which demands regard for the experiences of migrants from Burma, China, Nepal, The Philippines and India; negotiations of cultural diversity in nations where a multi-ethnic citizenry is formally recognised through predominantly pluralist models, and/or where national belonging is highly racialized; and intercultural contestation against, in some cases, the backdrop of a newly emergent multicultural policy environment. The book challenges and reinvigorates discussions around the relative transferability of an everyday multiculturalism framework to Asia, including concepts such as super-diversity, conviviality and everyday racism, and the importance of close attention to how people navigate differences and commonalities in local and trans-local contexts. The Multiculturalism of Fear argues for a liberal account of multiculturalism which draws on a liberalism of fear like that articulated by Judith Shklar and inspired by Montesquieu. Liberalism should not be centrally concerned either with preserving or with transcending cultural communities, practices, and identities. Rather, it should focus on mitigating evils such as inter-ethnic civil wars, cruel practices internal to cultural communities, and state violence against ethnic minorities. This 'multiculturalism of fear' must be grounded in the realities of ethnic politics and ethnic conflict. It must therefore take seriously the importance which persons feel their ethnic identities and cultural practices to have, without falling into a celebration of cultural belonging. Levy argues against nationalist and multicultural theories that accord significant moral weight to cultural communities as such. Yet he also insists that the challenges of life in a multicultural world cannot be met without a recognition of the importance that particularist identities and practices have to individual persons and to social life. The book applies the multiculturalism of fear to a variety of policy problems confronting multiethnic states. These include the regulation of sexist practices internal to cultural communities; secession and national self-determination; land rights; customary law; and the symbols and words used by the state, including official apologies. It draws on cases from such diverse states as Australia, Canada, Israel, India, South Africa, and the United States.
