Authorities often fear societal change as it implies finding a new balance to live together within society. Whether it is defined by economic, political, social or cultural factors, the transformation of life in society is considered by authorities as a 'risk' that needs to be framed and controlled. The state's response to this situation of transformation can be analysed through the prism of the police. Informally or not, police systems adapt their regulatory frameworks, their structures and their practices in order to respond risks, new threats and new rules. This process, which is mostly of a contemporary nature, is also deeply historic. Analysing it on the long run is therefore particularly relevant. From the late nineteenth-century until the second half of the twentieth-century, Policing New Risks in Modern European History provides a panorama of political and police reactions to the 'risks' of societal change in a Western European perspective, focusing on Belgium, France, and The Netherlands, but also colonial perspectives.

This book offers a global history of civilian, military and gendarmerie-style policing around the First World War. Whilst many aspects of the Great War have been revisited in light of the centenary, and in spite of the recent growth of modern policing history, the role and fate of police forces in the conflict has been largely forgotten. Yet the war affected all European and extra-European police forces. Despite their diversity, all were confronted with transnational factors and forms of disorder, and suffered generally from mass-conscription. During the conflict, societies and states were faced with a crisis situation of unprecedented magnitude with mass mechanised killing on the battle field, and starvation, occupation, destruction, and in some cases even revolution, on the home front. Based on a wide geographical and chronological scope – from the late nineteenth century to the interwar years – this collection of essays explores the policing of European belligerent countries, alongside their empires, and neutral countries. The book’s approach crosses traditional boundaries between neutral and belligerent nations, centres and peripheries, and frontline and rear areas. It focuses on the involvement and wartime transformations of these law-enforcement forces, thus highlighting underlying changes in police organisation, identity and practices across this period.

This book examines the way in which undercover police investigation has come to be regulated in Australia. Drawing on documentary and doctrinal legal analysis, this book investigates how, in the space of a single decade, Australian law makers set out to regulate one of the most difficult aspects of police: undercover investigation. In so doing, the Australian experience represents a paradigm model. And yet despite its success, it is a system of law and practice that has a dark side – a model of investigation to relies heavily on activities that are unlawful in the absence of authorisation. It is a model that is as much concerned with the surveillance and control of police as it is with suspected criminal conduct. The book aims to locate the Australian experience in comparative perspective with other major common law jurisdictions (the United Kingdom, Canada and New Zealand), with a view to contrast strengths, similarities and weaknesses of these models. It is argued that the Australian model, at the pragmatic level, offers a highly successful model for regulatory structure and practice, providing a significant model for successful regulation. At the same time, the model that has been introduced raises important questions about how and why the Australian experience evolved in the way that it did, and the implications this has for the relationship between citizen and state, the judiciary and the executive, and broader questions about the protections offered by rights discourse and jurisprudence. This book aims to document the law, policy and practices that shape undercover investigations. In so doing, it aims to not only articulate the way in which the law regulates these activities, but also to move on to consider some of the fundamental questions linked to undercover investigations: how did regulation happen? By what means of regulation? What are the driving policy issues that give this field of law its particular complexion? What are the implications? Who gains, and who loses, by which means of power? The book offers unique insights into a largely unknown aspect of modern covert policing, identifying a range of practices, the legal framework, controversies and powers. By locating these practices in a rich theoretical context, informed by risk and governmentality scholarship, this book offers a legal and theoretical explanation of one of the most controversial forms of policing.

The Democratic Republic of Congo (DRC) has been widely derided as a failed state, unable to meet the basic needs of its citizens. But while state infrastructure continues to decay, many essential services continue to be provided at the local level, often through grassroots initiatives. So while, for example, state funding for education is almost non-existent, average school enrolment remains well above average for Sub-Saharan Africa. This book addresses this paradox, bringing together key scholars working on public services in the DRC to elucidate the evolving nature of governance in developing countries. Its contributions encompass a wide range of public services, including education, justice, transport, and health. Taking stock of what functions and why, it contributes to the debate on public services in the context of 'real' or 'hybrid' governance beyond the state: does the state still have a function, or is it no longer useful and relevant?
