Welke verwachtingen mogen we van marktwerking hebben? Behartigt de markt de publieke belangen voldoende? Welke verantwoordelijkheden komen marktpartijen en de overheid toe? In dit rapport plaatst de Wetenschappelijke Raad voor het Regeringsbeleid (WRR) de discussie over marktwerking in het perspectief van de ingrijpende maatschappelijke transformatie die zich in de afgelopen decennia heeft voltrokken. De onderlinge verhoudingen tussen, maar ook binnen de domeinen markt, overheid en samenleving zijn veranderd. Het marktwerkingsbeleid werd daardoor met lastige vraagstukken geconfronteerd. Beleid gericht op het behartigen van publieke zaken zal in de huidige marktsamen¬leving op een bredere leest moeten worden geschoeid dan waarop het marktwer¬kingsbeleid werd ontworpen. De WRR werkt deze visie uit door in het bijzonder aandacht te besteden aan de verantwoordelijkheden voor de publieke zaak die het bedrijfsleven toekomen. Ten slotte analyseert de WRR hoe de overheid kan bevor-deren dat deze verantwoordelijkheden ook daadwerkelijk worden genomen.

This open access book offers an analysis of why preparations for digital disruption should become a stated goal of security policy and policies that aim to safeguard the continuity of critical infrastructure. The increasing use of digital technology implies new and significant vulnerabilities for our society. However, it is striking that almost all cyber-security measures taken by governments, international bodies and other major players are aimed at preventing incidents. But there is no such thing as total digital security. Whether inside or outside the digital domain, incidents can and will occur and may lead to disruption. While a raft of provisions, crisis contingency plans and legal regulations are in place to deal with the possibility of incidents in the ‘real world’, no equivalence exists for the digital domain and digital disruption. Hence, this book uniquely discusses several specific policy measures government and businesses should take in order to be better prepared to deal with a digital disruption and prevent further escalation.

The recent austerity measures currently adopted in numerous European countries assume that a rise in public debt should automatically result in cuts to social programmes and the privatisation of “inefficiently” managed resources. This type of reasoning is being used to justify the destruction of social rights of citizens for the profit of the private sector, resulting in more limited access to the most fundamental resources such as water, nature, housing, culture, knowledge and information, mainly for the most vulnerable members of society. Such a view, informed solely by short-term growth and profit cycles, is endangering access to those resources not only for current generations but for future ones as well. This book is an attempt to go beyond liberal approaches to intergenerational and distributive justice. It emphasises the role of commons and communities of the commons, driven by the desire to defend and perpetuate those fundamental resources under the threat of expropriation by the state and the market. This book also offers policy makers and citizens, who wish to accept their political responsibility by being active and refusing corporate ideology, some best practices as well as methods and solutions for renewing the configurations of societal relationships through commons, thereby integrating the interests of future generations in the European Community’s decision-making processes and institutions. Actief betrokken burgers zijn van groot belang voor een levende democratie. Ze houden volksvertegenwoordigers en overheidsinstanties bij de les, vernieuwen de samenleving met hun ideeën en initiatieven en geven het beleid draagvlak. Het is daarom zorgelijk dat slechts kleine groepen burgers zich aangesproken voelen door de wijze waarop beleidsmakers hen pogen te betrekken. Door middel van literatuurstudie en veldonderzoek heeft de raad de kansen en mogelijkheden om burgers te verleiden tot actieve betrokkenheid in kaart gebracht. De raad onderscheidt drie velden van burgerbetrokkenheid: beleidsparticipatie, maatschappelijke participatie en maatschappelijk initiatief, en doet aanbevelingen voor het vergroten van de burgerbetrokkenheid op alle velden. Essentieel voor de rol van beleidsmakers daarbij zijn twee uitgangspunten: denk vanuit het perspectief van burgers en vergroot de kaders voor betrokkenheid. Dit onderzoek van de WRR leidt tot suggesties en adviezen over hoe beleidsmakers en beleidsuitvoerders meer en beter gebruik kunnen maken van kennis, kunde en voorkeuren van (individuele) burgers. Une telle conception de la prospérité, fondée exclusivement sur des cycles de croissance et de profit à court terme, menace l’accès à ces ressources pour les générations actuelles comme pour les générations futures. Cet ouvrage va au-delà des approches libérales de la justice intergénérationnelle et distributive. Il met l’accent sur les biens communs et ses communautés de gestion mues par la volonté de défendre et de produire les ressources essentielles à leur existence sous la menace de l’expropriation par l’Etat et le marché. Cette étude propose également aux décideurs et aux citoyens qui assument leurs responsabilités politiques en passant à l’action et en refusant l’idéologie de l’entreprise quelques bonnes pratiques, méthodes et solutions pour renouveler les configurations des relations sociales par la mutualisation des biens, en intégrant ainsi les intérêts des générations futures dans les institutions et processus décisionnels de la Communauté européenne. This Open Access book offers a novel view on the benefits of a lasting variation between the member states in the EU. In order to bring together thirty very different European states and their citizens, the EU will have to offer more scope for variation. Unlike the existing differentiation by means of opt-outs and deviations, variation is not a concession intended to resolve impasses in negotiations; it is, rather, a different structuring principle. It takes differences in needs and in democratically supported convictions seriously. A common core remains necessary, specifically concerning the basic principles of democracy, rule of law, fundamental rights and freedoms, and the common market. By taking this approach, the authors remove the pressure to embrace uniformity from the debate about the EU’s future. The book discusses forms of variation that fall both within and outside the current framework of European Union Treaties. The scope for these variations is mapped out in three domains: the internal market; the euro; and asylum, migration and border control.
