Patrick Weil est directeur de rechercher au CNRS. Il est l'auteur d'un ouvrage de référence, La France et ses étrangers (Calmann-Lévy, Folio essais - plus de 20.000 exemplaires vendus). Après une note rédigée en 1995 pour la Fondation Saint-Simon, il a remis en 1997 un rapport à Lionel Jospin sur les politiques de l'immigration et de la nationalité. Patrick Weil est aussi directeur de collection chez Grasset. Le Livre: Qu'est-ce qu'un Français ? Ou plutôt : par quel mécanisme est-on français ? Parce qu'on est né de parents français ? Parce qu'on est né sur le territoire national, même de parents étrangers ? Et l'esprit même de cette « nationalité », a-t-il changé à travers les époques ? Sur quels concepts se fonde-t-il ? Ces question majeures, bien peu sont à même d'y répondre, préférant les représentations symboliques ou le fantasme aux vérités de l'histoire. Patrick Weil, lui, y travaille depuis dix ans. Il livre aujourd'hui une somme inouïe, parfaitement synthétique, novatrice par pans entiers, qui court de la Révolution à nos jours. Pour faire simple, sous l'Ancien régime royal et féodal, on est français par le sol - autrement dit par l'appartenance au territoire. Ce principe demeure peu ou prou sous la Révolution, jusqu'au code civil de 1803. Contre l'avis de Napoléon, s'impose un nouveau principe, celui de l'exclusivité du droit du sang : « est française toute personne née de père français ». C'est la première étape de la constitution du droit moderne de la nationalité. Suivront le retour du droit du sol en 1889 (qui s'ajoute sans se substituer au principe précédent) et la naturalisation largement ouverte de 1927. En réaction à cette ouverture, se développent les « crises de la nationalité française » : antisémites, sous Vichy ; et anti-musulmanes, plus récemment. Ne perdant jamais de vue les grandes évolutions, Patrick Weil traverse ainsi les régimes, les pensées, les césures de notre histoire, sans jamais esquiver les sujets sensibles : les femmes, les musulmans d'Algérie, la fausse opposition droit français / droit allemand. Les grands concepts se tressent au fil des pages - droit du sang, droit du sol, double droit du sol, naturalisation - montrant la constitution progressive d'un droit complexe, unique au monde, fondateur, magnifiquement mis en lumière pour la première fois.

Within the United States of America, French is of importance in only two areas, Louisiana and New England, the latter often being referred to as the Québec d'en bas for its high number of French-Canadian immigrants. Among the six states that constitute New England, Massachusetts is the one that attracted most of them, Québécois as well as Acadiens. Despite the high number of citizens of French-Canadian origin and the proximity to Canada, French has been losing ground as a langue du foyer in all of New England but especially in the southern part. This sociolinguistic study concentrates on the process of language decay among the French-Canadian population of Massachusetts. Based on a corpus consisting of 87qualitative interviews and a quantitative questionnaire survey of 392 questionnaires in 7 areas (covering the centers of French-Canadian immigration throughout Massachusetts),this study approaches the topic in a new, broader angle by encompassing the following aspects: ananalysis of U.S. Census data on ancestry and language use, an overview of the history of French-Canadian presence in Massachusetts, various specificities of the varieties of Canadian French spoken there, as well as ananalysis of the extralinguistic factors, such as the heterogeneity of the French-speaking population, and the intralinguistic consequences, such as unskilled code-switching,of language decay.
