This Safety Guide supersedes the 2010 edition of IAEA Safety Standards Series No. SSG-9. It takes account of recently gained knowledge and practices developed by Member States related to seismic hazards, especially lessons from the Fukushima Daiichi accident. It also addresses concomitant events associated with earthquakes, such as tsunamis. The revision provides a clearer separation between the process for assessing the seismic hazards at a specific nuclear installation site and the process for defining the related basis for design and safety assessment of the nuclear installation. Thus, it bridges gaps and avoids undue overlap of the two processes, which correspond to and are performed at different stages of siting of the nuclear installation.

This workshop describes some probability problems in power plant reliability and maintenance analysis. The problems are seismic risk analysis, loss of load probability, load combinations, and load sharing. The seismic risk problem is to compute power plant reliability given an earthquake and the resulting risk. Component survival occurs if its peak random response to the earthquake does not exceed its strength. Power plant survival is a complicated Boolean function of component failures and survivals. The responses and strengths of components are dependent random processes, and the peak responses are maxima of random processes. The resulting risk is the expected cost of power plant failure.

This book covers seismic probabilistic risk assessment (S-PRA) and related studies which have become more important to increase the safety of nuclear facilities against earthquakes and tsunamis in the face of the many uncertainties after the Fukushima accident. The topics are (1) Active faults and active tectonics important for seismic hazard assessment of nuclear facilities,(2) Seismic source modeling and simulation and modeling techniques indispensable for strong ground motion prediction, and (3) PRA with external hazard and risk communication. The current policy on the estimation of the design basis of ground motion as well as tsunami height still has not been improved following the Fukushima accident. In particular, the risk concept in a nuclear system regarding seismic motion and a tsunami beyond the design basis is indispensable. Therefore, research and development for PRA enhancing nuclear safety are being actively pursued not only in Japan but also worldwide. This book provides an opportunity for readers to consider the future direction of nuclear safety vis-à-vis natural disasters.

The development of protective measures to guard against the spread of radioactive debris following reactor disasters has been given extensive and careful engineering attention over the past several years.
