Avant la mise en œuvre du programme d’égalité sociale, dans les années 1960, la plupart des Néo-Brunswickois, dont de nombreux francophones, avaient un accès limité à l’aide sociale, à l’éducation et aux services de santé. Le système de services sociaux du Nouveau-Brunswick était semblable à celui de l’Angleterre du xixe siècle et de nombreux habitants devaient composer avec les attitudes condescendantes inhérentes à ces lois. Le Nouveau-Brunswick avant le programme d’égalité sociale s’attarde aux observations et aux expériences des premiers travailleurs sociaux du Nouveau-Brunswick, qui ont œuvré sous ce système, et jette un éclairage sur la façon dont le programme d’égalité sociale du premier ministre Louis J. Robichaud a transformé les services sociaux de la province. Les auteurs Laurel Lewey, Louis J. Richard et Linda Turner décrivent plus d’un siècle d’histoire du travail social, et notamment les activités des premiers travailleurs sociaux acadiens.
