In this report looking at policy for improving road and rail access to ports, the Transport Committee urges the Department for Transport (DfT) to become a keener advocate for UK ports. The Government should contribute to significant improvements to strategic networks which also deliver wider benefits - rather than simply expect port operators to pick up the entire bill for measures required to mitigate increased traffic due to port expansion. If the Government chooses to apply European Commission state aid rules in this area more strictly than other EU countries it should explain why it does so. Policy in this area should be applied consistently across the country. While some ports have contributed towards transport schemes to improve access, others have not and the differences in approach have not been explained or justified. Ports should also continue to contribute to local transport infrastructure improvements, following discussions with relevant local bodies. The Department for Transport should demonstrate whether port master plans have had any impact, highlighting good examples of such plans and of how they have influenced decision makers. Finally, the Government should devise a more effective successor to the Waterborne Freight Grant, to stimulate coastal shipping.

The cuts imposed on the FCO since 2010 have been severe and have gone beyond just trimming fat: capacity now appears to be being damaged. If further cuts are imposed, the UK's diplomatic imprint and influence would probably reduce, and the Government would need to roll back some of its foreign policy objectives. The FCO's budget is a tiny element of Government expenditure, but the FCO makes disproportionate contribution to policy making at the highest level, including decisions on whether to commit to military action. The next Government needs to protect future FCO budgets under the next Spending Review.

House Of Commons Scottish Affairs Committee The Referendum On Separation For Scotland A Defence Force For Scotland A Conspiracy Of Optimism Hc 842 written by Great Britain: Parliament: House of Commons: Scottish Affairs Committee and has been published by The Stationery Office this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-11-23 with Political Science categories.

The Scottish Government's White Paper must make absolutely clear the details of both its foreign and defence policies. Much of what has been suggested up to now suffers from a conspiracy of optimism. The most explicit pledges made to date include: that the whole cost of security and defence will be no more than £2.5 billion, that personnel in the armed services will total 15,000 full time and 5,000 reserve personnel, and that the defence force will include "current Scottish raised and restored UK regiments". Will we then have a defence force which is army heavy? An army which is infantry heavy? Or will historic regiments be redesignated as platoons, reserves or non-infantry units? If Faslane is to be kept at its existing workforce, how will people be retrained? What costs will be inccurred in the transition to the new Scottish Defence Force? What are the implications for procurement whether or not Scotland gets the assets it wants? Hanging over all of this is the future of Trident. Will a separate Scotland impose unilateral nuclear disarmament on the UK? Furthermore, membership for Scotland of NATO will require not only the unanimous agreement of all the existing NATO members, but also the resolution of any disputes with the UK. The Scottish Government must spell out what wages and conditions it would propose to offer to compensate those who would leave behind participation in world class armed services. The people of Scotland are entitled to expect that those who propose drastic change can explain what the consequences would be.

This report follows up one issue left from the Committee's 2013 report on the Private Rented Sector (HCP 50, session 2013-14, ISBN 9780215060730): whether or not England should follow Scotland and introduce a ban on letting agents charging fees to tenants other than rents and refundable deposits. The change in Scotland had only been made in November 2012 and when the Committee reported in July 2013 views on its impact were speculative and varied widely. The Committee therefore decided to wait two years from its introduction and seek hard evidence on the impact of the change in Scotland. The Committee sought evidence from a number of organisations representing tenants, agents and landlords in Scotland and have examined relevant published reports. The Committee concludes that the evidence available is not strong enough to reach a view on the impact of the ban on fees in Scotland. In addition, the issues around fees that were raised in the original inquiry are more broadly based than simply fees to tenants, as they affect the overall role of agents in the market and the transparency of that market. The Committee therefore call on the Department for Communities and Local Government to commission a comprehensive impact assessment of the effects of the introduction of a ban on agents' fees in England.

The purpose of the report is to distil experience from this parliament and to assist the new committee in the next parliament. It considers how the Committee approached its work, the way it has used research and how this might be strengthened, and its own assessment of performance against the core tasks set by the Liaison Committee. It then suggests some matters the new committee might consider examining in the next Parliament. These include both 'unfinished business', topics the Committee looked at over the Parliament to which the successors might wish to return, and new developments, which the Committee considers will emerge as major issues over the next five years.
