A global history of environmental warfare and the case for why it should be a crime The environmental infrastructure that sustains human societies has been a target and instrument of war for centuries, resulting in famine and disease, displaced populations, and the devastation of people’s livelihoods and ways of life. Scorched Earth traces the history of scorched earth, military inundations, and armies living off the land from the sixteenth to the twentieth century, arguing that the resulting deliberate destruction of the environment—"environcide"—constitutes total war and is a crime against humanity and nature. In this sweeping global history, Emmanuel Kreike shows how religious war in Europe transformed Holland into a desolate swamp where hunger and the black death ruled. He describes how Spanish conquistadores exploited the irrigation works and expansive agricultural terraces of the Aztecs and Incas, triggering a humanitarian crisis of catastrophic proportions. When looking at the early modern period (c. 1500–c. 1800), we often speak of "the military" or "the army". But what exactly do we mean when using these terms? The forms and structures of the armed forces have not only changed between 1500 and 1800, but also varied throughout different regions of the world and even within Europe. The contributors to this volume examine twelve early modern examples of armed forces in the Holy Roman Empire, Western and Eastern Europe, Eastern Asia and North America and paint a multifarious and even disparate picture during this period. The findings suggest that modern notions of the armed forces common in the early modern period should be used more prudently to avoid prevalent implications of non-existing continuity and uniformity.

Why in the pre-industrial period were some settlements resilient and stable over the long term while other settlements were vulnerable to crisis? Indeed, what made certain human habitations more prone to decline or even total collapse, than others? All pre-industrial societies had to face certain challenges: exogenous environmental hazards such as earthquakes or plagues, economic or political hazards from ’outside’ such as warfare or expropriation of property, or hazards of their own-making such as soil erosion or subsistence crises. How then can we explain why some societies were able to overcome or negate these problems, while other societies proved susceptible to failure, as settlements contracted, stagnated, were abandoned, or even disappeared entirely? This book has been stimulated by the questions and hypotheses put forward by a recent ’disaster studies’ literature - in particular, by placing the intrinsic arrangement of societies at the forefront of the explanatory framework. Essentially it is suggested that the resilience or vulnerability of habitation has less to do with exogenous crises themselves, but on endogenous societal responses which dictate: (a) the extent of destruction caused by crises and the capacity for society to protect itself; and (b) the capacity to create a sufficient recovery. By empirically testing the explanatory framework on a number of societies between the Middle Ages and the nineteenth century in England, the Low Countries, and Italy, it is ultimately argued in this book that rather than the protective functions of the state or the market, or the implementation of technological innovation or capital investment, the most resilient human habitations in the pre-industrial period were those than displayed an equitable distribution of property and a well-balanced distribution of power between social interest groups. In the course of the early modern period, the capacity of European states to raise finances, wage wars, subject their own and far away populations, and exert bureaucratic power over a variety of areas of social life increased dramatically. Nevertheless, these changes were far less absolute and definitive than the literature on the rise of the "modern state" once held. While war pushed the boundaries of the emerging fiscal military states of the seventeenth and eighteenth centuries, rulers remained highly dependent on negotiations with competing elite groups and the private networks of contractors and financial intermediaries. Attempts to increase control over subjects often resulted in popular resistance, that in their turn set limits to and influenced the direction of the development of state institutions. Written in honour of the leading historian of war and state formation in the early modern Low Countries, Marjolein 't Hart, the chapters gathered in this volume examine the main drivers, beneficiaries and discontents of state formation across and beyond Europe in the early modern period.
