The ability of U.S. military forces to field new weapons systems quickly and to contain their cost growth has declined significantly over the past few decades. There are many causes including increased complexity, funding instability, bureaucracy, and more diverse user demands, but a view that is gaining more acceptance is that better systems engineering (SE) could help shorten development time. To investigate this assertion in more detail, the US Air Force asked the NRC to examine the role that SE can play during the acquisition life cycle to address root causes of program failure especially during pre-milestone A and early program phases. This book presents an assessment of the relationship between SE and program outcome; an examination of the SE workforce; and an analysis of SE functions and guidelines. The latter includes a definition of the minimum set of SE processes that need to be accounted for during project development.

In 2012, the National Defense Authorization Act (NDAA), section 818, outlined new requirements for industry to serve as the lead in averting counterfeits in the defense supply chain. Subsequently, the House Armed Services Committee, in its report on the Fiscal Year 2016 NDAA, noted that the pending sale of IBM's microprocessor fabrication facilities to Global Foundries created uncertainty about future access of the United States to trusted state-of-the-art microelectronic components and directed the Comptroller General to assess the Department of Defense's (DoD's) actions and measures to address this threat. In this context, the National Academies of Sciences, Engineering, and Medicine convened a workshop to facilitate an open dialogue with leading industry, academic, and government experts to (1) define the current technological and policy challenges with maintaining a reliable and secure source of microelectronic components; (2) review the current state of acquisition processes within the Air Force for acquiring reliable and secure microelectronic components; and (3) explore options for possible business models within the national security complex that would be relevant for the Air Force acquisition community. This publication summarizes the results of the workshop.

According to the Government Accountability Office, sustainment of weapon systems accounts for approximately 70 percent of the total life-cycle costs. When sustainment is not considered early in the development process or as an integral part of the systems engineering design, it can negatively affect the ability of the Air Force to maintain and improve the weapon system once it enters service. At the request of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Weapons Systems Sustainment Planning Early in the Development Life Cycle identifies at what point or phase of the development of a weapons system sustainment planning should be integrated into the program; examines and provides recommendations regarding how sustainment planning should be evaluated throughout the development process; investigates and describes the current challenges with sustainment planning and determines what changes have occurred throughout the acquisition process that may have eroded sustainment planning; and identifies opportunities for acquisitions offices to gain greater access to sustainment expertise.

This report is part of a project responding to a call by the U.S. Air Force to update cost estimating methodologies for new weapons systems-in particular, fighter aircraft. The Air Force was concerned that Cost Estimating Relationships (CERs) based on older aircraft did not adequately reflect the acquisition and manufacturing environment within which a new fighter, such as the Joint Strike Fighter (JSF) would be produced. This report is one of a series, all of which address some aspect of how to incorporate the new DoD acquisition and manufacturing environments into historical cost estimating relationships or methodologies (See Younossi, Graser, and Kennedy, 2001; Lorell and Graser, 2001). Using the CER methodology for example, the cost of a future aircraft is estimated as a function of its physical or characteristics or other program variables, using a series of equations wherein the performance and program variables are inputs, and cost or labor hours are the outputs. To create these equations, actual costs (or labor hours) to produce previous aircraft are collected and used as the dependent variables in statistical regression analysis. Explanatory variables typically include such factors as cumulative production quantity, annual production rate, such aircraft characteristics as weight and speed, and others. The resulting equations are referred to as "cost estimating relationships," or CERs. Obviously, the ability of these equations to forecast future systems costs hinges on how well past performance is a predictor of the future.
