This research monograph utilizes exact and Monte Carlo permutation statistical methods to generate probability values and measures of effect size for a variety of measures of association. Association is broadly defined to include measures of correlation for two interval-level variables, measures of association for two nominal-level variables or two ordinal-level variables, and measures of agreement for two nominal-level or two ordinal-level variables. Additionally, measures of association for mixtures of the three levels of measurement are considered: nominal-ordinal, nominal-interval, and ordinal-interval measures. Numerous comparisons of permutation and classical statistical methods are presented. Unlike classical statistical methods, permutation statistical methods do not rely on theoretical distributions, avoid the usual assumptions of normality and homogeneity of variance, and depend only on the data at hand. This book takes a unique approach to explaining statistics by integrating a large variety of statistical methods, and establishing the rigor of a topic that to many may seem to be a nascent field. This topic is relatively new in that it took modern computing power to make permutation methods available to those working in mainstream research. It has been a rare privilege to assemble this volume of Wassily Hoeffding's Collected Works. Wassily was, variously, a teacher, supervisor and colleague to us, and his work has had a profound influence on our own. Yet this would not be sufficient reason to publish his collected works. The additional and overwhelmingly compelling justification comes from the fun damental nature of his contributions to Statistics and Probability. Not only were his ideas original, and far-reaching in their implications; Wassily de veloped them so completely and elegantly in his papers that they are still cited as prime references up to half a century later. However, three of his earliest papers are cited rarely, if ever. These include material from his doctoral dissertation. They were written in German, and two of them were published in relatively obscure series. Rather than reprint the original articles, we have chosen to have them translated into English. These trans lations appear in this book, making Wassily's earliest research available to a wide audience for the first time. All other articles (including those of his contributions to Mathematical Reviews which go beyond a simple reporting of contents of articles) have been reproduced as they appeared, together with annotations and corrections made by Wassily on some private copies of his papers. Preceding these articles are three review papers which dis cuss the . impact of his work in some of the areas where he made major contributions.

This book aims to address the challenges of defining measurement in social sciences, presenting a conceptualization of the practice of measurement from the perspective of the pragmatic tradition in philosophy. The book reviews key questions regarding the scope and limits of measurement, emphasizing that if the trust that the public places on measures in the social sciences relies on their connection to the notion of measurement in the physical sciences, then the clarification of the similarities and differences between measurement in the physical and the social realms is of central importance to adequately contextualize their relative advantages and limitations. It goes on to present some of the most influential theories of measurement such as the “classical view” of measurement, operationalism, and the representational theory of measurement, as well as more methodological perspectives arising from the practice of researchers in the social sciences, such as the latent variable perspective, and from the physical sciences and engineering, represented by metrology. This overview illustrates that the concept of measurement, and that of quantitative methods, is currently being used across the board in ways that do not necessarily conform to traditional, classical definitions of measurement, pushing the boundaries of what constitutes our technical understanding of it. Moreover, what constitutes a technical understanding of measurement, and the theoretical commitments that it entails, must vary in different areas. In this context, disagreement on what is constitutive of measurement is bound to appear. Pragmatism is presented as a theoretical perspective that offers the advantage of being flexible and fallibilist, encouraging us to abandon the pursuit of a timeless and perfect definition that attempts to establish decontextualized/definitive demarcation criteria for what is truly measurement. This book will be of particular interest for psychologists and other human and social scientists, and more concretely for scholars interested in measurement and assessment in psychological and social measurement. The pragmatic perspective of measurement presents a conceptual framework for researchers to ground their assessment practices acknowledging and dealing with the challenges of social measurement.

Current estimates suggest that between one and three percent of people living in the United States will receive a diagnosis of mental retardation. Mental retardation, a condition characterized by deficits in intellectual capabilities and adaptive behavior, can be particularly hard to diagnose in the mild range of the disability. The U.S. Social Security Administration (SSA) provides income support and medical benefits to individuals with cognitive limitations who experience significant problems in their ability to perform work and may therefore be in need of governmental support.
