Fow (1850 - 1915) in his 1908 book bearing the title, The True Story of the American Flag. The author has made a careful search and finds absolutely no evidence in support of the story that the first American flag was designed and made by Betsey Ross, although he does not deny that she might have made the flag merely as a seamstress under direction of the committee of the Congress.
