Utilities Reform in 21st Century Australia: Providing the Essentials traces the development and consequences of the economic reform measures undertaken in the utilities sector in Australia (communications, energy, water/wastewater services, and transport) in the last years of the 20th century, and early decades of the 21st century. In doing so, it looks at the process of reform across industries, and across the state and federal jurisdictions, to identify what motivations the various governments had for pursing reform, how change varied across jurisdictions, and what issues arose in the process. Although by the mid-1990s all states and territories and the Australian Government were committed to reforming utilities as part of the National Competition Policy, not all pursued this reform with the same degree of speed and breadth of action. Le condizioni che regolano la dinamica delle public utility, fortemente esposte ai mutamenti, a volte anche irrazionali, della legislazione generale e della regolazione specifica, non sempre sono propizie per l’accrescimento delle potenzialità di valore di tali organizzazioni, nonostante, nell’accezione più ampia e condivisa, la nozione di valore costituisca un circuito al cui interno vengono armonizzate le diverse prospettive che ruotano intorno all’impresa (quella della comunità territoriale, principale riferimento dell’impresa pubblica, quella dei finanziatori, quella dei fornitori, ecc.). La corretta comprensione del significato di creazione di valore rappresenta, dunque, un momento utile per l’indirizzo di interventi normativi più adeguati a sostenere lo sviluppo di queste imprese. Tale passo è necessario, inoltre, per sgombrare il campo da possibili equivoci sul presunto rapporto conflittuale che esisterebbe tra socialità, caratteristica che connota i servizi di pubblica utilità, e produzione di valore economico, identificata, nella maggior parte dei casi ed impropriamente, nella redditività. In questo senso, pur nascendo un insanabile conflitto tra obiettivi sociali e massimizzazione della redditività, la soluzione emergerà solo laddove quest’ultimo obiettivo venga inteso come creazione di valore, che implica attenzione alle diverse categorie di interessi che confluiscono nell’impresa, visione di medio/lungo termine, sostenibilità dei percorsi di sviluppo, ecc.
