Nation of Outlaws, State of Violence is the first extensive history of Cameroonian nationalism to consider the global and local influences that shaped the movement within the French and British Cameroons and beyond. Drawing on the archives of the United Nations, France, Great Britain, Ghana, and Cameroon, as well as oral sources, Nation of Outlaws, State of Violence chronicles the spread of the Union des populations du Cameroun (UPC) nationalist movement from the late 1940s into the first postcolonial decade. It shows how, in the French and British Cameroon territories administered as UN Trusteeships after the Second World War, notions of international human rights, the promise of Third World independence, Pan-African federation, and national citizenship blended with local political and spiritual practices that resurfaced as the period of European rule came to a close. After French and British administrators banned the party in the mid-1950s, UPC nationalists adopted violence as a revolutionary strategy. In the 1960s, the nationalist vision disintegrated. The postcolonial regime labeled UPC nationalists “outlaws” and rounded them up for imprisonment or execution as the state shifted to single-party rule in 1966. Nation of Outlaws, State of Violence traces the connection between local and transregional politics in the age of Africa’s decolonization and the early decades of the Cold War. Rather than stop at official independence as most conventional histories of African nationalist movements do, this book considers postindependence events as crucial to the history of Cameroonian nationalism and to an understanding of the postcolonial government that came to power on 1 January 1960. While the history of the UPC is a story that ends with the party’s failure to gain access to political power with independence, it is also a story of the postcolonial state’s failure to become a nation.

Against the Galileans (where "Galileans" meant the followers of the man from Galilee, or Christians) was written by the last pagan Emperor of Rome, Flavius Claudius Julianus, who lived from 331-363 AD, as part of his attempts to reverse the Empire's conversion to Christianity started by Emperor Constantine in 313 AD. This work was acknowledged by one of Julian's greatest critics, Cyril, the Patriarch of Alexandria, as one of the most powerful books of its sort ever written. Even though Cyril was Patriarch nearly 90 years after Julian's death, he was motivated to write a refutation titled Contra Iulianum ("Against Julian"). For more than 200 years, Julian's book remained the standard criticism of Christianity. Finally, in an attempt to suppress the work, the Emperor Justinian I (527-565) ordered all copies of the book destroyed. As a result, the only record of Julian's book remained in the parts quoted from in it in Cyril's criticism. It was only more than 1,200 years later that the English classical scholar Thomas Taylor (1758-1835) first translated Cyril's work into English-and from that, attempted a reconstruction of Julian's book based on Julian's quotes from Cyril's work. Taylor titled this manuscript "The Arguments of the Emperor Julian against the Christians, translated from the Greek fragments preserved from the Greek fragments preserved by Cyril Bishop of Alexandria, to which are added, Extracts from the other works of Julian relative to the Christians" and privately published his reconstruction in 1809 for a very limited circle of friends. Taylor's reconstruction was finally published for a larger audience by William Nevis in 1873. This new edition contains the full Taylor reconstruction, along with his original appendices. From 1913 to 1923, British-American classical philologist and Professor of Greek at Bryn Mawr College, Pennsylvania, Wilmer Cave Wright, retranslated all of Julian's works. Wright included a new translation of the exact quotes only from Julian, as reproduced by Cyril, and some other remaining fragments. Wright's original manuscript is also included in this new edition, making it to be the most complete reconstruction of Julian's book ever printed.

Over the 15 years since the countrys last National Human Development Report (NHDR) was published Ethiopia has undergone significant economic and social changes and has recorded some of the highest growth rates in the world-over 10 per cent in some years. However, Ethiopias Human Development Index (HDI) and its relative ranking have not moved appreciably during the past decade. Even though Ethiopia is one of the 10 countries globally that has attained the largest absolute gains in its HDI over the last several years, it still ranks 173rd out of 186 countries in the latest UNDP Human Development Report. It is this development challenge that underlines the fact that the preparation of the NHDR is so opportune now and why the focus of the report on inclusive growth for sustainable human development is so apposite. In 1998, when the last NHDR was written, the development challenges facing the country were considerably different.
