Le présent rapport concerne l’évaluation finale d’un projet qui visait à renforcer les capacités d’adaptation au changement climatique (ACC) des secteurs agricoles et pastoraux au Niger. Le projet a touché 21 142 bénéficiaires directs (soit 106 pour cent de la cible) dont 51 pour cent de femmes. Cependant, le projet a connu des insuffisances aux niveaux de sa gestion (du démarrage jusqu’à mi-parcours), de son Résultat 3 (intégration de l'ACC dans les politiques et plans de développement) et de la mobilisation/comptabilisation du cofinancement des partenaires. Le Résultat 3 sera poursuivi dans le volet champ-école agropastoral – club d’écoute communautaire (CEAP-CEC) du Projet d’appui à l’agriculture sensible aux risques climatiques (PASEC). L’évaluation conclut qu’en dépit des succès du projet, la FAO doit améliorer certains mécanismes de gestion du projet et de mobilisation du cofinancement, renforcer les capacités des partenaires à partir de l’analyse des besoins, et suggère de développer un partenariat avec les organisations faîtières paysannes sur le long terme pour renforcer leurs capacités de vulgarisation et d’appui conseil.
