From the era of the Spanish American war onward, the United States found itself increasingly involved in the affairs of countries beyond North America. The New World Power offers an interpretive framework for understanding U.S. foreign policy during the first two decades of America's emergence as a world power. Robert E. Hannigan describes the aspirations of American leaders, explores the bedrock social views and ideological framework they held in common, and shows how the approach of U.S. policymakers overseas mirrored their attitudes toward domestic progressivism. While the vast bulk of work on U.S. foreign policy has been concerned with the period from World War II to the present, this comprehensive examination of American policy at the turn of the twentieth century is of vital importance to the comprehension of subsequent events. Hannigan relates U.S. foreign policy to domestic society in ways that are new; in particular, he examines how issues of class, race, and gender were combined in the ideology held by policy makers and how this shaped their approaches to foreign affairs. His study reveals a fundamental unity to U.S. activity throughout the period, not only toward the Caribbean and China, regions that have been the traditional focus of historians, but toward the rest of North and South America as well. It also relates these regional activities to American policy toward the British Empire, European great power rivalries, and international institutions, arbitration, and law, culminating in a reinterpretation of U.S. involvement in World War I. Based on exhaustive research in the writings of presidents, secretaries of state, and key diplomats and advisers, The New World Power draws parallels between the methods by which policy makers sought to shape international society and the methods by which many of them hoped to secure the conditions they wanted within the United States. Most important, the book describes how an international search for order constituted the fundamental strategy by which American leaders sought to ensure for the United States a position of what they saw as wealth and greatness in the coming twentieth-century world.

In 1898, the United States forced Spain to release the colonies of Cuba, Puerto Rico, Guam, and the Philippine Islands. Over the next 20 years, the United States Senate debated whether to keep, how to govern, and finally how to set some of those territories free while making others permanent possessions of the republic. These debates reveal a legislature, and by extension a nation, reevaluating its basic principles and changing place in the world. A review of international relations and domestic politics preceding the Spanish-American War establishes a pattern of legislative deference. Examination of pivotal debates spanning the post-war American imperial period shows how the Senate broke that pattern by seeking an expanded foreign policy role. Each inquiry highlights the effects of partisanship and domestic politics on ostensibly international matters. It is well known that the Senate failed to assert its foreign policy authority over the executive. Yet its efforts to do so casts light on the politics of the period, on how decisions about the acquisition and fate of America's colonies were justified, and on how deeply contested these issue actually were. After extensive debate, the Senate deliberately chose imperialism. This book explains how and why it did so.

In the 1890s the Caribbean began to attract the interest of the great powers. United States leaders had both economic and strategic goals in the region, and they believed they could profit from Caribbean nations while leading them to democracy and prosperity. American citizens saw the lack of progress in the Caribbean as the result of the inhabitants' inferiority, and they feared that European countries--particularly Germany--might fill the region's power vacuum. The Spanish-American War crystallized U.S. interests in the region; soon there was an isthmian canal, a protectorate in Cuba, and a colony in Puerto Rico. But Washington's policy makers soon faced growing problems in the Caribbean: How to bring peace to these countries without being drawn into domestic squabbles? How to impose U.S. policy without the use of force? How to promote local democracy while retaining a controlling interest? Eventually the goals of local economic development and self-determination were sacrificed to the need for security and stability, often brought about through U.S.-supported dictatorships.
