Peace and War by Raymond Aron is one of the greatest books ever written on international relations. Aron's starting point is the state of nature that exists between nations, a condition that differs essentially from the civil state that holds within political communities. Ever keeping this brute fact about the life of nations in mind and ranging widely over political history and many disciplines, Aron develops the essential analytical tools to enable us to think clearly about the stakes and possibilities of international relations. In his first section, “Theory,” Aron shows that, while international relations can be mapped, and probabilities discerned, no closed, global “science” of international relations is anything more than a mirage. In the second part, “Sociology,” Aron studies the many ways various subpolitical forces influence foreign policy. He emphasizes that no rigorous determinism is at work: politics—and thus the need for prudent statesmanship—are inescapable in international relations. In part three, “History,” Aron offers a magisterial survey of the twentieth century. Queering the Public Sphere in Mexico and Brazil is a groundbreaking comparative analysis of the historical development and contemporary dynamics of LGBT activism in Latin America’s two largest democracies. Rafael de la Dehesa focuses on the ways that LGBT activists have engaged with the state, particularly in alliance with political parties and through government health agencies in the wake of the AIDS crisis. He examines this engagement against the backdrop of the broader political transitions to democracy, the neoliberal transformation of state–civil society relations, and the gradual consolidation of sexual rights at the international level. His comparison highlights similarities between sexual rights movements in Mexico and Brazil, including a convergence on legislative priorities such as antidiscrimination laws and the legal recognition of same-sex couples. At the same time, de la Dehesa points to notable differences in the tactics deployed by activists and the coalitions brought to bear on the state. De la Dehesa studied the archives of activists, social-movement organizations, political parties, religious institutions, legislatures, and state agencies, and he interviewed hundreds of individuals, not only LGBT activists, but also feminists, AIDS and human-rights activists, party militants, journalists, academics, and state officials. He marshals his prodigious research to reveal the interplay between evolving representative institutions and LGBT activists’ entry into the political public sphere in Latin America, offering a critical analysis of the possibilities opened by emerging democratic arrangements, as well as their limitations. Esta proposta de Estudos resulta da identificação de lacunas bibliográficas, especialmente no que concerne a estudos sistematizados e inclusivos que combinem teorização e vasta análise empírica na área da política externa. Deste modo, trata-se de um trabalho abrangente, englobando um capítulo teórico sobre actores, processos e teorias de decisão em política externa, e desenvolvendo uma série de estudos de caso identificados como fundamentais, pela sua diversidade geográfica e implicações em termos do dinamismo que representam no (re)ordenamento do sistema internacional. Este estudo analisa os processos associados à formulação e implementação da política externa, como estruturas institucionais, definição da agenda, instrumentos, processo de decisão e prossecução de objectivos, permitindo um entendimento amplo, num enquadramento multi-nível, embora não exaustivo das principais dinâmicas associadas à política externa. A análise de múltiplos estudos de caso confere a este trabalho uma dimensão de estudo não só fundamental como muito necessária nesta área de trabalho e investigação.
