Gerald J. Miller reviews new research on the continuing validity of the political dimension of government finance decisions and the multiple, intensely argued constructions of reality the finance official must make sense of. Miller discusses major advances in interpretive approaches to budgeting and finance and how they dominate writing in the broader field of public administration. He also examines the effects of the explosion of information systems, new budget techniques, nonconventional ways of spending, and new technologies. In articles for the newspaper O Brado Africano in the mid-1950s, poet and journalist José Craveirinha described the ways in which the Mozambican football players in the suburbs of Lourenço Marques (now Maputo) adapted the European sport to their own expressive ends. Through gesture, footwork, and patois, they used what Craveirinha termed “malice”—or cunning—to negotiate their places in the colonial state. “These manifestations demand a vast study,” Craveirinha wrote, “which would lead to a greater knowledge of the black man, of his problems, of his clashes with European civilization, in short, to a thorough treatise of useful and instructive ethnography.” In Football and Colonialism, Nuno Domingos accomplishes that study. Computer-centered networks and technologies are reshaping social relations and constituting new social domains on a global scale, from virtually borderless electronic markets and Internet-based large-scale conversations to worldwide open source software development communities, transnational corporate production systems, and the global knowledge-arenas associated with NGO networks.
